RECOMMENDED ACTION(S):
TITLE
Approve Amendments to the Salary Resolution to:
1. Implement new information technology classifications, and place affected incumbents into these classifications, effective July 2, 2018, as reflected on Appendix “A”.
2. Add one (1) Information Technology Manager and two (2) Systems and Procedures Analysts to the Internal Services - Information Technology Services Org 8905, effective July 2, 2018, as reflected on Appendix “A”.
3. Delete one (1) Senior Information Technology Analyst and decrease the allocation of three (3) Senior Network Systems Engineer to the Internal Services - Information Technology Services Org 8905, effective July 2, 2018, as reflected on Appendix “A”.
REPORT
Approval of the first recommended action would authorize the Department of Human Resources (HR) to implement updated information technology (IT) job specifications and classifications consistent with functions currently performed by incumbents in County departments, based on findings of a classification study conducted by HR in consultation with the Department of Internal Services, the Sheriff’s Office and the Library. Approval of the second and third recommended actions would allow the Internal Services - Information Technology Department to continue to provide timely, effective information technology services to County departments and staff.
ALTERNATIVE ACTION(S):
If your Board were not to approve the recommended actions, current IT job specifications and classifications would remain unchanged and the Internal Services - Information Technology Department may not be able to provide the most effective and timely services to County departments and staff.
FISCAL IMPACT:
The total estimated annualized cost of the recommended action for FY 18-19 in Internal Services (Org 8905), Library (Org 75110100 and 75110902) and Sheriff (Org 31111500) is $126,870; none of which is Net County Cost. Sufficient appropriations will be included in future budget requests.
DISCUSSION:
In consultation with County departments, HR conducted a classification study of IT positions to address the business needs of the County, update job specifications and ensure employees are functioning appropriately within the County’s classification system. This study focused on identifying unique allocation factors resulting from the constantly evolving roles of IT helpdesk and desktop support, network and server systems technologies, and radio and telecommunications technologies utilized by County departments. The proposed classification structure creates a flexible and modern IT service delivery model.
The following changes will occur because of the Study implementation:
• Reclassification of the Network Systems Engineer and Information Technology Support Technician positions currently responsible for performing helpdesk and desktop support to the proposed Information Technology Specialist classification series.
• Restructuring of the Network Systems Engineer series to consist of three levels, I, II and Senior, with incumbents performing network and server functions reclassified to the level corresponding to their current classification.
• Reclassification of the Telecommunications Services Assistant, Telecommunications Technician and Telecommunications Systems Manager positions to Information Technology Specialist, Network Systems Engineer, and Senior Network Systems Engineer positions, respectively, in order to accurately reflect changes in radio and telecommunications functions resulting from technological advancements.
Fifty-four incumbents are affected by this recommended action and HR coordinated with all three Departments to ensure the appropriate placement within the new classifications of these employees. Consistent with the study’s findings, all fifty-four employees will see a change in job title; twelve will receive an increase in salary, forty-two will have no change in salary and two will be Y-rated, with no reduction in salary.
In addition to implementing the updated IT job specifications and classification series, staff recommends that your Board approve the addition of one Information Technology Manager position and two Systems and Procedures Analyst positions in Internal Services Org 8905 in order to allow the department the staffing necessary to provide timely, effective information technology services to County departments and staff. In order to offset the added positions, Internal Services is also recommending decreasing the allocation for three Senior Network Systems Engineer positions and deleting one Senior Information Technology Analyst position.
