SUBJECT:                     Amendment to the Agreement with Marjaree Mason Center, Inc.

 

RECOMMENDED ACTION(S):

 

Approve and authorize the Chairman to execute Amendment I to Agreement No. 20-195 with Marjaree Mason Center, Inc., for domestic violence services, effective upon execution with no change to the term of July 1, 2020, through June 30, 2025, and increasing the maximum compensation by $69,663 to a total of $4,069,663.

 

There is no additional Net County Cost associated with the recommended action, which will allow Marjaree Mason Center, Inc. (MMC) to provide domestic violence services to Welfare-to-Work (WTW) participants in accordance with the California Department of Social Services’ (CDSS) California Work Opportunity and Responsibility to Kids (CalWORKs) Family Stabilization Program (FSP). This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Should your Board choose not to approve the recommended action MMC may be unable to sustain the current level of services provided due to the rising cost of operation.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The increase ($69,663) to the maximum compensation will be offset with CalWORKs FSP funds. Sufficient appropriations and estimated revenues are included in the Department’s Org 5610 FY 2024-25 Adopted Budget.

 

DISCUSSION:

 

On May 26, 2020, the Board approved an Agreement with MMC to provide intensive case management and crisis intervention to families to ensure a basic level of stability in combination with existing barrier removal services. The goal of FSP is to provide CalWORKs families that are experiencing a domestic violence crisis with case management and mental health services, tailored to meet their individual needs in becoming self-sufficient. FSP services are available to all family members, including children.

 

MMC serves clients in both metropolitan and rural Fresno County. Program services include, but are not limited to, domestic violence-specific intensive case management, mental health services, and children’s supportive services. Services are targeted to CalWORKs WTW participants and their families, including children.

 

As the budget under this contract has remained static over the past five years and operating costs have increased significantly, MMC has had to redirect funding from their Indirect Costs line item to other line items to support the program. The current Indirect Costs annual budget is $9,425 which has been reduced from an initial budget of $75,195 in the first year of the agreement. The recommended Amendment increases the Indirect Costs line item to $79,088 to meet MMC’s administrative costs while maintaining the program’s current service levels. 

 

The County’s District Attorney and Sheriff serve on the Board of Directors for MMC; therefore, any recommended agreements between the County and MMC are brought before your Board for authorization, pursuant to the Charter of the County of Fresno, Section 41. County Counsel has reviewed the recommended amendment and can approve as to legal form if your Board chooses to execute the amendment.
