SUBJECT:                     Retroactive First Amendment to Master Agreement for Information Technology Staffing Services

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute a retroactive First Amendment to Master Agreement No. 22-085 for Information Technology Staffing Services to add fixed rates for election related events and an additional vendor to the Master Agreement, effective March 8, 2022, with no change to the term of March 8, 2022, through March 7, 2027, or compensation maximum of $8,000,000.

REPORT

There is no additional Net County Cost associated with the recommended action, which would allow the Internal Services Department - Information Technology Services Division (ISD-IT) the ability to utilize fixed rates in billing TekSystems Global Services, LLC and TekSystems, Inc., (TekSystems) for election related events. Approval would also allow ISD-IT to add vendor, Staff Tech, Inc. (Staff Tech), utilizing preapproved fixed rates, to be used on an as-needed basis. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended action, ISD-IT will not have the ability to bill TekSystems fixed rates for election related events which can lead to fluctuating costs for each election event. Not adding Staff Tech to the Master Agreement could also affect ISD-IT’s ability to timely procure services for user departments like Probation Department, as ISD-IT works with ISD - Purchasing Division to competitively procure services.

 

RETROACTIVE AGREEMENT:

 

The recommended amendment is retroactive to March 8, 2022, to address three of TekSystems’ rates that were mistakenly omitted from their rate sheet when it was approved as part of the Master Agreement on March 8, 2022.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The Master Agreement’s maximum compensation is $8,000,000 for the term. Actual costs will continue to be funded through chargebacks to user departments. Sufficient appropriations and estimated revenues are included within each department’s FY 2021-2022 Adopted Budgets and will be included in future budget requests by each user department.

 

 

 

DISCUSSION:

 

On March 8, 2022, your Board approved Master Agreement No. 22-085 for Information Technology Staffing Services for a lump sum of $8,000,000 and a potential five-year term, which includes a three-year base and two additional one-year renewals based off a piggyback agreement with Sacramento County. The Master Agreement included vendors Agile Global Solutions, Sierra Cybernetics, Inc., AgreeYa Solutions, Inc., TekSystems, Inc., TekSystems Global Services, LLC, and Genuent Global, LLC.

 

The Master Agreement is for temporary staffing services, requested on an as-needed basis, when ISD-IT does not have the sufficient number of staff to support user departments or when ISD-IT does not have the specialty IT services being requested. The Master Agreement authorized the Director of ISD to add contractors to the recommended agreement; such vendors must come from the list of vendors previously approved by the County of Sacramento in its competitive RFP. That list is incorporated in Master Agreement No. 22-085. Staff Tech was on that list.  

 

Approval of the recommended action would allow ISD-IT the ability to utilize fixed rates for election held events by TekSystems and the ability to work with Staff Tech for new services with fixed itemized rates. ISD Purchasing concurs with the Department’s recommended action.
