RECOMMENDED ACTION(S):

TITLE

Adopt plans and specifications for Contract 24-S-01 ECC Educational Building and award to the lowest bidder GCB1 Inc. dba GC Builders, 3003 N. Monroe Avenue, Fresno, CA 93723, in the total amount of $2,753,499.

REPORT

Approval of the recommended action will authorize the award of a County funded Capital project. This item pertains to a location in District 1.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the project will be delayed or will not be constructed.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  The anticipated construction cost for the project, based on the low bid and Director’s allowance for change orders of $150,175, is $2,903,674.  Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Resources Division Org 9015 FY 2024-25 Adopted Budget.

 

DISCUSSION:

 

On July 13, 2021, your Board approved the construction of the Environmental Compliance Center (ECC) and the disposal of household hazardous waste (HHW), located at 1327 W. Dan Ronquillo Drive, Fresno, CA 93706.  This project was completed in 2023. The ECC Educational Building will be constructed directly adjacent to this facility.

 

The work to be done consists, in general, of the construction of a single-story building constructed with pre-engineered metal structures and fenestrated with insulated metal panels and pre-finished aluminum doors and glazings.  Covering approximately 3,000 square feet, it will offer space for various functions such as an education room, a general office, an executive office, a break room, two unisex restrooms, a storage and janitor room, and a hallway with drinking fountains.  The site will provide six parking stalls, two of which will be accessible, along with an accessible pathway leading to an existing on-site bus stop.

 

The project was advertised on July 30, 2024, and a bid opening was held on September 5, 2024.  Six bids were received.  The low bid of $2,753,499.00, from GCB1 Inc. dba GC Builders, was $643,499 or 30.5% higher than the architect’s estimate of $2,110,000.  The architect’s initial estimate was conservative.  Additionally, four out of the six bidders provided quotes exceeding $3,000,000.  This indicates a competitive pricing environment, suggesting rebidding may not result in lower bids. Plans and Specifications were prepared by Lawrence Engineering Group and Borelli and Associates and are on file with the Department.  The Department has determined that the project will not have a significant effect on the environment, and adopted a Mitigated Negative Declaration, applied for an Unclassified Conditional Use Permit No. 3629, and prepared Initial Study No. 7561, filed in compliance with Section 21152 of the Public Resource Code.  Per CEQA Guidelines 15071, this study was made available for public review and comment, and was adopted by your Board on October 22, 2019.  It is anticipated that construction will commence in November 2024 and will be completed in the summer of 2025.
