RECOMMENDED ACTION(S):

TITLE

Adopt specifications for Contract No. 22-11-M, Slurry Seals at various locations in Fresno County and award the base bid and additive bids 1-6, 8, and 9 to the lowest bidder Doolittle Construction, LLC, 15 Business Parkway Suite 105 Sacramento, CA 95828, in the total amount of $2,753,382.

REPORT

Approval of the recommended action will authorize the award of a preventative maintenance project.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

The Board may; award only the base bid, award the base bid and some of the additive bids in County Service Areas (CSA), or reject all bids.  If the recommended action is not approved the project will be delayed.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  The base bid includes work along county-maintained roadways, including ½ mile within the City of Fresno jurisdiction performed under the existing Agreement for Maintenance of City-County Roads.  The additive bids being awarded include work on CSA roads which are not part of the County's system of maintained roadways and will be paid for by the respective CSAs responsible for such roads. The anticipated construction cost, based on the low bid and Director’s allowance for change orders of $150,169, is $2,903,551.  Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Roads Org 4510 FY 2023-24 Proposed Budget as well as various CSA budgets.

 

DISCUSSION:

 

The work to be done consists, in general, of placing a slurry seal of asphaltic emulsion and sand mixture on 46 miles of roadway on various roads in Fresno County, and ½ mile within the jurisdiction of the City of Fresno.  The CSA additive locations include 8.5 miles. 

 

Additive bid 7 is not being awarded because it includes repaving work at the Fresno County Fire Protection District (FCFPD), and the County does not yet have an agreement that would allow them to reimburse the County for this work.  The Department will return to your Board in the future with a proposed agreement with FCFPD that would allow this type of work to be performed by the County’s contractor and set the terms for reimbursement by FCFPD.  (FCFPD typically procures contracts for individual projects with contractors at much higher prices than can be obtained as a part of this larger Public Works and Planning preventative maintenance contract.)

 

The Slurry Seals project was advertised on May 9, 2023.  A bid opening was held on June 12, 2023.  Six bids were received.  The low bid of $2,771,770.00 from Doolittle Construction, LLC was $48,765 or 1.73% lower than the engineers estimate of $2,820,535 comprised of $2,268,161 for the base bid and additive bids totaling $552,374.  The County is responsible for providing funds for the base bid and each additive bid is funded by a CSA.  Each CSA has approved the proposed amounts by the lowest responsive bidder.  Staff recommends approval of the base bid and additive bids 1-6, 8, and 9.

 

A list of bidders and their respective bid amounts is shown below.  The basis of award is the total bid amount, including all of the additive bids, whether or not they are ultimately awarded.  The award amount is the low bidder’s bid ($2,771,770, minus $18,388,00 (additive 7), for an award amount of $2,753,382):

Specifications were prepared by the Department’s Design Division and are on file with the Department. It is anticipated that construction will commence in August 2023 and will be completed in November 2023.
