DATE: December 6, 2016
TO: Board of Supervisors
SUBMITTED BY: Margaret Mims, Sheriff-Coroner
SUBJECT: Amendment I to Agreement with Siemens Industry, Inc. to provide security
maintenance services
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment I to Agreement A-13-738 with Siemens Industry, Inc., to increase the annual maximum for additional security maintenance services within the Sheriff-Coroner Office’s Jail Detention Facilities by $100,000 to $150,000 for calendar year 2016 (January 1, 2016 through December 31, 2016) and increasing the agreement maximum to $200,000 through December 31, 2017.
REPORT
There is no additional Net County Cost associated with the recommended action. The current agreement (A-13-738) allows the County to request additional fire and life safety, security, Master Antenna Television and pneumatic systems maintenance and repair at various jail facilities up to $50,000 per calendar year. Approval of the recommended increase to $150,000 will allow the Sheriff-Coroner’s Office to upgrade existing security systems at various jail facilities during calendar year 2016. Additional services for calendar year 2017 are estimated to revert back to the original agreement amount of up to $50,000 per year.
ALTERNATIVE ACTION(S):
There is no viable alternative action. If the recommended action is not approved the existing security systems at the various jail facilities will not be upgraded to enhance the safety and security of officers, inmates and civilians.
FISCAL IMPACT:
There is no additional Net County Cost associated with the recommended action. The current annual maximum for additional services is in the amount $50,000; the requested increase of an additional $100,000 to a total of $150,000 will be absorbed within the Sheriff-Coroner’s 3111 FY 2016-17 adopted budget.
DISCUSSION:
On December 10, 2013, your Board approved an Agreement with Siemens Industry, Inc. for security maintenance services within the Jail Detention Facilities. The security systems are highly technical and complex electronic integrated systems of cameras, video monitors, intercoms, phones, electronic door controls, elevator controls, and metal detectors. It also includes fire/life safety equipment such as heat sensors, fire alarms, smoke purge fans and fire sprinkler monitors. The agreement with Siemens Industry, Inc. is set to expire on December 31, 2017.
The agreement also provides for additional services (i.e. parts replacement for cameras, upgrading cameras when needed and after hour calls) that are not enumerated in the agreement and are limited to $50,000 per year. Approval of the recommended action amends the agreement to increase the additional services amount from an annual maximum of $50,000 to $150,000 for calendar year 2016 in order to upgrade the existing security system(s). Below are the estimated additional services costs for 2016:
Description Estimated Cost
Upgrade Security Camera System at North Annex Jail 2nd floor $38,750
Upgrade Security Camera System at Main Jail Lobby $12,000
Upgrade Security Camera System at North Jail Lobby $5,000
Upgrade Security Camera System at South Annex Jail Lobby $10,500
Analog Encoders $4,800
Intercom for Lobby $3,500
Estimated after hour calls $5,000
Estimated other services or parts for upgrades $20,450
TOTAL $100,000
The maximum amount for additional services will revert back to $50,000 for calendar year 2017.
