SUBJECT: Amendment II to Agreement with RDA Consulting, SPC
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Second Amendment to Agreement No. 23-669 with RDA Consulting, SPC to modify the Scope of Work to address challenges encountered during the implementation of program evaluation to ensure the effectiveness of future evaluations, with no change to the term of February 15, 2024 through February 14, 2027, or compensation maximum of $300,000.
REPORT
There is no Net County Cost associated with the recommended action, as all costs for this agreement are fully offset with Public Safety Realignment (AB 109) Revenue. The recommended action will address the challenges encountered during the implementation of program evaluations in year one to improve data collection and utilization, as well as aligning evaluation efforts with practical program operations and evidence-based practices.
ALTERNATIVE ACTION(S):
If the Board does not approve the recommended action, the Probation Department will not be able to modify the scope of work. This will limit Probation’s ability to ensure that the remaining evaluation activities are meaningful and actionable, enhance the programs’ data collection and utilization capabilities, and align evaluation efforts with practical program operations and evidence-based practices.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. Funding for this agreement is fully offset with the Public Safety Realignment Act (AB 109) revenue. There are sufficient appropriations and estimated revenues included in Probation’s FY 24-25 Adopted Budget Org 3430. Funding for subsequent years of this agreement will be included in the Department’s future budget requests.
DISCUSSION:
The State Auditor’s report on Public Safety Realignment, released in March 2021, recommended that the County conduct evaluations of programs funded by the CCP to determine effectiveness and to assist in decision making at least every three years. Therefore, on December 12, 2023, your Board approved an Agreement with RDA Consulting, SPC for implementation of program evaluations for Community Corrections Partnership (CCP) funded programs, effective January 16, 2024 through January 15, 2027.
On July 9, 2024, your Board approved the first amendment to this agreement to include the Health Insurance Portability and Accountability (HIPAA) Associate Agreement, incorporate the Data Security Exhibit, and modify Exhibit B, Compensation, to allow for adjustments in staff compensation.
On December 9, 2024, during the CCP meeting, the Contractor presented their evaluations of two AB 109 funded programs as part of the year one scope of work. The presentation highlighted challenges, including limited data availability and misalignments between process and outcome evaluation timeframes.
To address these challenges and ensure the effectiveness of future evaluations, the County and the Contractor have agreed to modify the Scope of Work for years two and three. In year two, these revisions will focus on conducting process evaluations for the remaining AB 109 programs, enhancing data infrastructure, providing technical assistance, and standardizing and strengthening data collection systems. In year three, these revisions will focus on implementing a Results-Based Accountability Framework, preparing for comprehensive outcome evaluations, and build capacity for future evaluations.
These revisions aim to ensure that the remainder of the evaluation activities are meaningful and actionable, allowing Probation to identify the gaps in data collection and reporting systems to ensure successful future outcome evaluations. These adjustments will not affect the overall compensation amount.
