SUBJECT: Program Supplement Agreements for Fowler Avenue from South Avenue to Elkhorn Avenue and Kamm Avenue from SR 145 to Jameson Avenue Shoulder Improvement Projects
RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute Program Supplement No. N223 Rev. 1 Master Agreement for Federal Aid No. 06-5942R with the California Department of Transportation for Fowler Avenue from South Avenue to Elkhorn Avenue, Federal Project No. CML-5942(211), ($3,825,362).
2. Approve and authorize the Chairman to execute Program Supplement No. N259 Rev. 1 Master Agreement for Federal Aid No. 06-5942R with the California Department of Transportation for Kamm Avenue from SR 145 to Jameson Avenue, Federal Project No. CML-5942(254), ($2,858,215).
REPORT
The recommended actions will authorize the Chairman to execute Program Supplement Agreements with the California Department of Transportation (Caltrans) to allow reimbursement of project costs with Federal funds.
ALTERNATIVE ACTION(S):
Not approving the recommended actions will result in de-obligation of the allocated Federal funding and the return of any funds reimbursed to the County.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended actions.
The first recommend action is divided into two parts of funding. The Federal funds will provide up to $3,825,362 for the Preliminary Engineering, Right-of-Way, and Construction phases of the shoulder improvements on Fowler Avenue from South Avenue to Elkhorn Project. The County’s local match for the shoulder improvements is estimated to be $254,446. The construction cost for the asphalt concrete overlays is estimated to be $2,063,155 for a total of $2,317,601 and will be paid out of the Road Fund. Sufficient appropriations have been and will be included in the Public Works and Planning - Road Org 4510 Budgets for prior, current, and future fiscal years.
The second recommend action will provide Federal funds up to $2,858,215 for the Preliminary Engineering and construction phases of the Kamm Avenue for SR 145 to Jameson Avenue project. A local match of $713,461 will be paid out of the Road Fund. Sufficient appropriations have been and will be included in the Public Works and Planning - Road Org 4510 Budgets for prior, current, and future fiscal years.
DISCUSSION:
The purpose of the Congestion Mitigation and Air Quality (CMAQ) Program is to fund transportation projects that will contribute attainment or maintenance of the National Ambient Air Quality Standard for ozone, carbon monoxide, and particulate matter.
Recommended Action #1:
This CMAQ project consists of adding 8 feet of new paved shoulder to each side of Fowler Avenue from Elkhorn Avenue to South Avenue, a distance of approximately 9.0 miles. The project also includes a County-only funded portion that includes an asphalt concrete overlay, which consists of placing hot mix asphalt and centerline striping on the existing 24 foot wide travel way. The project began in FY 2011-12 with initial design work. Construction is expected to begin March 2018 with the completion anticipated June 2018.
Recommended Action #2:
This CMAQ project consists of adding approximately 4 feet of new paved shoulder to each side of Kamm Avenue from SR 145 to Jameson Avenue, a distance of 6.02 miles. This will widen the existing 24-foot wide roadway to consist of two 12-foot wide travel lanes with four-foot wide paved shoulders on each side of the roadway. The project began in FY 2014-15 with initial design work. Construction is expected to begin March 2018 with the completion anticipated June 2018.
