DATE: November 3, 2026
TO: Board of Supervisors
SUBMITTED BY: Kirk Haynes, Chief Probation Officer
SUBJECT: Amendment to Agreement with Focus Forward
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute an Amendment No. 1 to Agreement No. 21-473 with Focus Forward for planned reentry programming and community and family support services, extending the term by six months, from December 1, 2026, to May 31, 2027, and increasing the maximum by $261,156 to a total of $2,872,716.
REPORT
There is no additional Net County Cost associated with the recommended action, which will allow Focus Forward to continue to provide reentry programming and community and family support services to Probation-involved youth and their families, while the Probation Department (Department) completes the procurement process and establishes a new agreement. This item is countywide.
ALTERNATIVE ACTION(S):
There is no viable alternative action. If the Board does not approve the recommended action, the Department will experience a lapse in reentry programming and community and family support services until a Request for Proposal (RFP) is completed, and a new agreement is established.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Services provided under this agreement and the recommended amendment are funded with Juvenile Justice Crime Prevention Act funds. The total maximum compensation will be increased by $261,156 to $2,872,716. Sufficient appropriations and estimated revenues are included in the Department’s Org 3430 FY 2026-27 Adopted Budget.
DISCUSSION:
On November 16, 2021, the Board approved Agreement No. 21-473 with Focus Forward for the provision of planned reentry programming and community and family support services for Probation-involved youth and their families. Services include conducting youth assessments, cognitive-behavioral changes classes, parenting education, group sessions, independent living skills workshops, evidence-based programming, and case management. The reentry team works to ensure Probation-involved youth have a successful transition from the Juvenile Justice Campus back to the community and their families.
If not extended, the current agreement will expire on November 30, 2026. The Department is completing the procurement process by issuing an RFP to establish new agreement for reentry programming and community and family support services.
Therefore, approval of the recommended action will extend the current agreement for a six month term to ensure continuity of services, while the Department completes the RFP process and establishes a new agreement. The Department anticipates completing the procurement process and bringing the resulting contract to the Board at a May 2027 board meeting date.
