DATE: September 9, 2025
TO: Board of Supervisors
SUBMITTED BY: Supervisor Buddy Mendes, District 4
SUBJECT: Community Outreach Expenditure
RECOMMENDED ACTION(S):
TITLE
Approve community outreach expenditure of $2,500 to support the California 9/11 Memorial Fund, per Administrative Policy No. 75.
REPORT
Approval of this item is for the expenditure of $2,500 to support the California 9/11 Memorial, which is a nonprofit with a mission to honor, educate, and memorialize those who lost their lives on September 11, 2001 and celebrate the resilience of the American spirit. The funds would help California 9/11 Memorial Fund to provide scholarships for local first responder training, academics, and grant funding for school field trips to the Memorial site. This item was approved by County Counsel as an appropriate expenditure, as outlined in Administrative Policy No. 75.
ALTERNATIVE ACTION(S):
Your Board can choose to not authorize support of District 4 to the California 9/11 Memorial Fund.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Sufficient appropriations are included in the Board of Supervisors Org, 0110 FY 2025-26 Recommended Budget.
DISCUSSION:
On August 8, 2017, your Board approved Administrative Policy No. 75 to allow individual Supervisors to expend portions of their individual budgets for community outreach services and programs.
On March 11, 2025, your Board approved a revision to Administrative Policy No. 75 to require Boad approval on non-county business donations in excess of $1,500.
Approval of the recommended action will authorize District 4 to make the community expenditure of $2,500 to sponsor and support the California 9/11 Memorial Fund. This expenditure was sent to Couty Counsel for review and County Counsel deemed it an appropriate expenditure under Administrative Policy No. 75 guideline.
