RECOMMENDED ACTION(S):

TITLE

Approve community outreach expenditure of $25,000 to the Biola Veterans of Foreign Wars Post No. 5845 to fund facility improvements compliant with the Americans with Disabilities Act, per Administrative Policy No. 75.

REPORT

Approval of this item is for the expenditure of $25,000 to support the construction of Americans with Disabilities Act (ADA) access ramps at the Biola Veterans of Foreign Wars Post No. 5845 (Biola VFW) facility. This item was approved by County Counsel as an appropriate expenditure as outlined in Administrative Policy No. 75. This item pertains to a facility located in District 1.

 

ALTERNATIVE ACTION(S):

 

Your Board may choose not to authorize the $25,000 expenditure to support the Biola VFW.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. Sufficient appropriations are included in District Five’s Board of Supervisors Org 0110 FY 2026-27 Adopted Budget.

 

DISCUSSION:

 

On August 8, 2017, the Board approved Administrative Policy No. 75 to allow individual Supervisors to expend portions of their individual budgets for community outreach services and programs.

 

On March 11, 2025, your Board approved a revision to Administrative Policy No. 75 to require Board approval on non-county business donations in excess of $1,500.

 

Biola VFW serves veterans in the Biola community. The facility does not currently have the funding needed to construct ADA-compliant access ramps. Approval of the recommended action will provide $25,000 toward construction of the ramps, improving access to the facility and supporting compliance with State and Federal accessibility requirements. The Biola VFW will coordinate with the contractors responsible for completing the project; the County will have no involvement other than providing the approved funding.

 

This expenditure was sent to County Counsel for review and approval. County Counsel deemed it an appropriate expenditure under Administrative Policy No. 75 guidelines.
