SUBJECT:                     Stop Signs at Olive Avenue and Grantland Avenue

 

RECOMMENDED ACTION(S):

TITLE

Adopt a Resolution authorizing a stop sign at the intersection of Olive Avenue and Grantland Avenue, stopping eastbound and westbound traffic on Grantland Avenue, making it an all-way stop.

REPORT

Approval of the recommended action will allow the installation of stop signs at this location, improving traffic safety by requiring eastbound and westbound traffic along Olive Avenue to stop. This item pertains to District 1.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved by your Board, the intersection controls will remain unchanged.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action. The estimated cost for the all-way stop is $875 for materials and $2625 labor/equipment performed by Department of Public Works and Planning personnel.  Sufficient appropriations are included in the Department’s Roads Org 4510 FY 2025-26 Adopted Budget Fund 0010, Subclass 11000, Account 7260 (Special Departmental Expense).

 

DISCUSSION:

 

Olive and Grantland Avenues are two-lane county roads that intersect in the County west of Fresno. Olive is classified as a Collector Road east of Grantland and is a Local Road west of Grantland. Grantland is classified as an Arterial Road under the Fresno County General Plan. The speed limit on both roads is 55 Miles Per Hour (MPH). Grantland is controlled by a stop for northbound and southbound traffic. The traffic volume on Olive is 400 vehicles per day (VPD) and 1650 VPD on Grantland.

 

A total of nine traffic collisions between January 1, 2020 and November 10, 2025 have been reported. Five collisions have been reported in 2025, whereas, in the previous four years there were a total of four collisions combined.

 

Recent land use development, such as schools and residential homes north of Olive along Grantland, have increased traffic to Olive and Grantland. Grantland is the major street at this location with higher traffic volumes. A study performed by Department staff indicates the increase in traffic volumes, specifically the higher number of vehicles on Grantland, justifies the installation of a stop sign stopping eastbound and westbound traffic on Olive at Grantland.
