SUBJECT: Approve Acceptance and Conveyance of Right-of-Way
RECOMMENDED ACTION(S):
TITLE
Approve and authorize Chairman to accept a quitclaim deed and to execute a Quitclaim Deed conveying a segment of Right-of-Way for the Fowler Avenue and Olive Avenue Intersection Improvements Project, Federal Project ID No.CML-5942(293), $0.
REPORT
The recommended Board action approves an exchange of 0.002 acres of right-of-way at Fowler and Olive Avenues (Attachment A) between the County of Fresno and the Bocchini Living Trust, and authorizes Chairman to accept the Quitclaim Deed from the Bocchini Living Trust and execute the conveyance of the County road right-of-way to the Bocchini Living Trust via Quitclaim Deed. This item pertains to a location in District 5.
ALTERNATIVE ACTION(S):
Not approving the recommended action will result in delay of the project.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. This is an equal exchange of property conducted to facilitate the Fowler Avenue and Olive Avenue intersection improvement project.
DISCUSSION:
The Fowler Avenue and Olive Avenue intersection improvements consist of installing an eight-phase traffic signal, protected left-turn lanes, and dedicated right-turn lanes, and performing other associated road improvements to the intersection and approaching roadways. The purpose of this project is to improve air quality by decreasing emissions caused by congestion at the intersection by addressing severe delay times during peak hours at this 4-way stop controlled intersection.
This project requires additional right-of-way at the southeast corner of Fowler and Olive Avenues and, in consideration of an existing structure on the Bocchini parcel, a quitclaim of County right-of-way adjacent to that structure for safety. The Quitclaim Deed for the County’s portion of the right-of-way has been prepared for your Board’s approval and execution by the Chairman. Additionally, a Quitclaim Deed from the Bocchini Living Trust is included for the Chairman’s acceptance.
