TITLE
Approve and authorize the Chairman to execute an Agreement with San Joaquin Glass Company, Inc. to provide glass replacement, installation, and repair services on an as-needed basis for a three-year initial term with two optional one-year extensions, effective upon execution, total not to exceed $550,000.
REPORT
There is no additional Net County Cost associated with the recommended action, which will allow San Joaquin Glass Company, Inc. (SJGC) to continue providing glass replacement, installation, and repair services on an as-needed basis throughout the County. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended action, the Internal Services Department, Facility Services division (ISD-Facility Services) will be without a contract for glass replacement, installation, and repair services.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The maximum compensation for the recommended agreement is $550,000 and will be funded by chargebacks to user departments. Sufficient appropriations and estimated revenues are included in the Internal Services Department - Facility Services (ISD-Facility Services) Org 8935 FY 2023-24 Adopted Budget and will be included in subsequent budget requests.
DISCUSSION:
On August 25, 2023, ISD-Purchasing released a Request for Quotation (RFQ) No. 24-006 to solicit competitive bids for glass replacement, installation, and repair services, on an as-needed basis, for facilities located throughout Fresno County. The bid closed on September 21, 2023, and as SJGC was the only responsive bidder. SJGC was sent a tentative award notice on September 27, 2023. SJGC is the incumbent for contracts of this nature and has successfully performed these same types of services under agreement A-18-548 since December of 2018.
The recommended action approves an Agreement with SJGV for a potential five-year term, which includes a three-year initial term with two optional one-year extensions. Services will be scheduled on an as-needed basis and include glass replacement, installation, and repair services, as well as the installation of different protective tints, films, and specialized glass. The total compensation for the initial three-year term is $400,000. In the event the contract is extended into Years 4 and 5, the total compensation will increase to $475,000 and $550,000 respectively. In no event shall the potential five-year cost of this Agreement exceed $550,000.
