SUBJECT:                     Amendment to Agreement with California Forensic Medical Group, Incorporated

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Amendment II to Service Agreement with CFMG for comprehensive medical and behavioral health care services to youth at the County Probation Department Juvenile Justice Campus, extending the term by six months, commencing on January 1, 2024, to June 30, 2024, and increasing the maximum by $1,806,996 to a total of $20,661,543.

REPORT

There is no additional Net County Cost associated with the recommended action.  Approval of the recommended action will extend the County’s agreements with CFMG for medical and behavioral health care services provided at the Juvenile Justice Campus (JJC) for an additional six months.  Approval of the recommended action will allow sufficient time to continue to negotiate and develop a new five-year agreement for JJC medical, behavioral health, and substance use disorder services. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There is no practical alternative under the circumstances. If the recommended action is not approved, the Probation Department will be without a Juvenile Justice Campus medical and behavioral health care agreement.

 

FISCAL IMPACT:

 

There is no additional Net County Cost associated with the recommended action. The Probation Department has sufficient appropriations included in their Org 3440 FY 2023-24 Adopted Budget. Approval of the recommended action will increase Probation’s agreement maximum by $1,806,996, for a total of $20,661,543.

 

DISCUSSION:

 

On April 3, 2018, the Board approved County agreement number A-18-170 for the provision of medical and behavioral health care services to youth detained in the County Probation Department JJC through June 30, 2023.

 

On June 20, 2023, the Board approved Amendment I No. A-23-265 to Agreement A-18-170 to extend the term for an additional three (3) months, through September 30, 2023, with the option of an additional three-month extension through December 31, 2023, to continue the provision of necessary medical and behavioral health care services to youth at the JJC and increase compensation accordingly, while negotiations were ongoing for the new agreement.

 

Approval of the recommended action will extend the term again and approve an increase to the Agreement A-18-170 maximum for CFMG to pay for the additional six-month term for comprehensive medical and behavioral health care services provided to youth at the JJC.

 

The recommended amendment provides that despite entering into the amendment, the County may still terminate negotiations with CFMG and engage in a competitive request for proposal process, in accordance with the County’s purchasing procedures.
