RECOMMENDED ACTION(S):

TITLE

Adopt plans and specifications for Contract 23-10-C Edge Line Striping, Federal Project No. HSIPL 5942(318) and award to the lowest bidder Specialized Pavement Marking, LLC, 11095 SW Industrial Way, Suite A, Tualatin, OR 97062, in the total amount of $378,017.70.

REPORT

Approval of the recommended action will authorize the award of a Federally funded Highway Safety Improvement Program (HSIP) project.  This item pertains to locations in Districts 1, 4, and 5.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, the project will be delayed or will not be constructed.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action.  The anticipated construction cost for the project, based on the low bid and Director’s allowance for change orders of $31,401, is $409,419.  HSIP will provide funding for contract construction up to $235,200 and any remaining costs will be paid out of the County’s SB-1 Allocation.  Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Org 4510 FY 2023-24 Adopted Budget.

DISCUSSION:

The County’s Local Road Safety Plan has identified lane departures as a significant reason for vehicle crashes in the County based on analysis of crash data over five years. Painting edge lines along the roadways reduces the number of lane departures and vehicle crashes.

The work to be done consists, in general, of installing approximately 84 miles (42 road miles) of thermoplastic edge line striping in several locations within Fresno County.

A bid opening was held on March 28, 2024.  Three bids were received. The low bid of $378,017.70, from Specialized Pavement Marking, LLC, was $76,531.70 or 25.38% higher than the engineer’s estimate of $301,486.  A list of bidders, their respective bid amounts, and their Disadvantaged Business Enterprise (DBE) Commitments is shown below.  As a federally funded project, there was a DBE goal of 11%.

Bidder                     Bid Amount                     DBE Commitment

Specialized Pavement Marking, LLC                     $378,017.70                     11.56%

Sterndahl Enterprises                     $410,817.00                     11.7%

Chrisp Company                     $523,719.00                     None submitted

Plans and Specifications were prepared by Department Staff and are on file with the Department.  It is anticipated that construction will commence in June 2024 and will be completed in Summer 2024.

California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA)

Department staff has determined that the Edge Line Striping project is categorically exempt from the provisions of CEQA under Section 15301(c) - Existing Facilities.  The California Department of Transportation (Caltrans) acting as the Federal lead agency determined the project would not have a significant effect on the environment as defined by NEPA, per 23 CFR 771.117(c)(8).
