SUBJECT: Amendment to Agreement with Madera County for Reciprocal Use of Communications Equipment and Sites
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute First Amendment to Agreement No. 09-155 with Madera County to address radio equipment upgrades at various sites and changes in the service fee structure for providing radio network monitoring and equipment maintenance and repair services for Madera County.
REPORT
Fresno County provides radio network monitoring, and radio communication equipment maintenance and repair services, to Madera County. The recommended action allows Fresno and Madera Counties to enhance the network for consistent performance and full operability and restructures the services and maintenance fees to align with the published Master Schedule of Fees. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended action Fresno and Madera Counties will continue to use an outdated radio network operation that will struggle to meet the demands of high-volume use of radio communication equipment.
FISCAL IMPACT:
There is no increase in Net County Cost. The County of Fresno provides radio communication services to the County of Madera at the rates set forth in the published Master Schedule of Fees. Appropriations and estimated revenues are included in the FY 2017-18 Information Technology Services Division Org 8905 Adopted Budget and will be included in future requests.
DISCUSSION:
On April 28, 2009, your Board approved Agreement No. 09-155 with the County of Madera for Fresno County to provide radio network monitoring services, preventative maintenance, repairs, and system modifications for the County of Madera’s emergency dispatch communications operation. The agreement allowed both counties to contain costs associated with the lease of additional sites to place radio equipment, and improved emergency response communications through the interagency cooperation of shared sites maintained by both counties.
As technology continues to advance, the Counties desire to improve communication operations by upgrading to an Ethernet network and Ethernet-supported radio equipment. The upgrade increases the speed at which communication is transmitted across networks and reduces costs of maintenance and repairs to radio equipment. Additionally, the Counties desire to adopt a “fee for service” compensation structure that is consistent with the current compensation structure afforded to Fresno County departments for the monitoring of the radio communication network and the maintenance and repair of radio equipment.
The recommended action allows the Counties to enhance the radio communication network for consistent performance and full operability and restructures the services and maintenance fees to align with the published Master Schedule of Fees.
