SUBJECT: Retroactive Personnel Cooperation Agreement with the City of Malibu
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a retroactive Personnel Cooperation Agreement with the City of Malibu, effective January 7, 2025, until terminated by either party with 30 days written notice ($0).
REPORT
Due to the Palisades Fire and other fires in and near Malibu, there is limited personnel available to adequately cover all government needs. These limitations cannot be resolved with in-house resources. Approval of the recommended action would ensure that County of Fresno (County) personnel can respond to future emergency requests for mutual aid by the City of Malibu, and allow the County to seek reimbursement from Malibu for costs incurred as a result of those emergency requests. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended action, the Department will not be able to seek reimbursement for costs incurred as a result of mutual aid requests from the City of Malibu for previous and future emergencies.
RETROACTIVE AGREEMENT:
The recommended Agreement is retroactive to January 7, 2025 to allow the Department to seek reimbursement for costs as a result of a request by the City of Malibu for personnel assistance for the Palisades Fire.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Reimbursement of travel costs for personnel has been completed by March 28, 2025 and the Department is seeking to be reimbursed for those travel costs (lodging, meals, and fuel) from the City of Malibu and will allow the Department to seek reimbursement for any future emergency personnel requests.
DISCUSSION:
The County belongs to California Medical Mutual Aid Region V (Region V). In addition to the County, the Region V operational areas and local public health jurisdictions are the counties of Kern, Kings, Madera, Mariposa, Merced, and Tulare.
During the recent Palisades Fire in Los Angeles County, the State of California Emergency Management Mutual Aid (EMMA) system was enacted to bring in much needed support and relief for Emergency Operations Centers (EOC) throughout Southern California. On January 24, 2025, the Fresno County OES Manager was requested by the City of Malibu to assist in staffing the City’s EOC. After achieving clearance to assist, Emergency Manager Terri Mejorado was deployed as the Logistics Deputy Chief to assist with Wildfire Recovery and the new emerging incident of debris flows from rain during the aftermath of the fires.
The Department has worked with the Emergency Manager to reimburse any travel costs associated with the Palisades Fire request. The recommended agreement will allow the Department to request reimbursement for costs incurred as a result of the Palisades Fire and any future emergencies from the City of Malibu.
