SUBJECT: Board Appointments
RECOMMENDED ACTION(S):
TITLE
1) Receive Boards, Commissions and Committees Vacancy Report; and
2) Appoint Applicants as necessary.

ALTERNATIVE ACTION(S):
The appointments are at the discretion of the Board.
FISCAL IMPACT:
There is no increase in net County cost associated with this action.
DISCUSSION:
There are approximately 88 Boards and Commissions to which the Board of Supervisors has the discretion to appoint some or all of the members. Each Board and Commission has an issue, policy and/or program focus, and appointees generally represent defined communities of interest. The Board of Supervisors relies on these groups to advise them on a wide range of issues affecting their constituencies and to assure they are responsive to community needs. The Board of Supervisors is committed to providing all citizens with access to specific and current information about the local boards, commissions, and committees so they might pursue the opportunity to serve on and participate in the operations and processes of local government. Anyone living in Fresno County is encouraged to apply for positions on commissions which are of interest.
Attachment “A” is a list of County Boards, Commissions and Committees that currently have positions available for appointment as well as eligible applicants. The intent of this list is to provide the public with access to current information regarding the many local regulatory and advisory boards, commissions and committees and provide an equal opportunity to be informed of existing vacancies. The list contains all appointive terms for Boards, Commissions and Committees which are currently vacant, with the name of the appointee, vacancy reason, term of office, and the district.
The Board of Supervisors has an opportunity to make nominations from the listed applicants to fill current vacancies at each regular Board of Supervisors’ meeting. When unscheduled vacancies occur due to resignation, change of residency, death, or any other cause, the Clerk of the Board is notified. The Clerk is required to post a special vacancy notice within 20 days after the vacancy occurs. The Board of Supervisors shall not make final appointment to the board, commission, or committee for at least 10 working days after the posting of the notice in the Clerk’s office and other designated location. However, the Board of Supervisors may, if it finds that an emergency exists, fill the unscheduled vacancy immediately. Persons appointed to fill such a vacancy shall serve on an “acting” basis until the final appointment is made (California Government Code Section 54974). Vacancy notices are posted with the Clerk of the Board and the Clovis Regional Branch of the Fresno County Public Library.
Persons wishing to apply for membership to a board, commission or committee may submit an electronic application directly to the Clerk of the Board of Supervisors. The application and further information, on each specific Board, Commission or Committee, is available on the County website, <https://bosbcc.fresnocountyca.gov>. In order to be considered, applications must be received fifteen days prior to a Board meeting.
