SUBJECT:                     Approve First Amendment to Agreement with Marjaree Mason Center, Inc.

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize Chairman to execute First Amendment to Agreement No. A-16-029 with Marjaree Mason Center, Inc. for evidence-based family violence counseling, effective upon execution with no change in the term to January 31, 2021 or maximum compensation of $1,018,625.

REPORT

There is no additional Net County Cost associated with the recommended action as all costs for this agreement are fully offset with Public Safety Realignment Act of 2011 (AB 109) funds.  Approval of the recommended amendment will allow the Marjaree Mason Center to refer adults on probation and/or in the Probation Department’s pretrial Program to Livewell Behavioral Health Counseling Center for evidence-based family violence counseling services rather than completing those services in-house.  The Community Corrections Partnership Committee (CCP) is recommending approval of the amendment.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the Marjaree Mason Center would have to continue to provide these services in-house for the remaining term of the agreement.

 

FISCAL IMPACT:

 

There is no increase in the Net County cost associated with the recommended action. The costs of this agreement are fully funded with AB 109 revenue.  In addition, the recommended amendment does not change the term or the maximum compensation of the current agreement.  Sufficient appropriations are included within the FY 2019-20 Adopted Budget for Probation Org 3430. Costs for additional years will be included in future budget requests.

 

DISCUSSION:

 

The CCP issued a Request for Identification of Programs/Needs to be funded with available AB 109 funds. Proposals were submitted to the CCP on September 10, 2014. The CCP recommended funding be allocated for various programs and services, one of which was family violence counseling services. These services were added as part of the third amendment to the CCP plan, which was approved by your Board on December 2, 2014.

 

On January 26, 2016, your Board approved agreement No. A-16-029 with Marjaree Mason Center, Inc. to provide evidence-based family violence counseling services, effective February 1, 2016, not to exceed five consecutive years, which includes a three-year base contract and two additional one-year extensions. The second and final extension became effective February 1, 2020.

 

On March 9, 2020, the CCP Executive Committee approved a recommendation to your Board to approve the requested amendment to this agreement.  The amendment would allow Majaree Mason Center, Inc. to refer assessments and individual and family counseling services to Livewell Behavioral Health Center on an as-needed basis, rather than completing them in-house.  Marjaree Mason Center will continue to coordinate services under the agreement with Probation and be responsible for subcontracting the counseling services with Livewell, Inc.

 

Marjaree Mason Center indicated at the March 2020 CCP meeting that the counseling services are underutilized by the AB 109 participants and therefore not cost effective. AB 109 participants also have access to Marjaree Mason Center staff counselors, which may increase the possibility for potential conflicts with victims.  In addition, there are limited appointment options available to AB 109 participants. Approval of the recommended amendment will allow AB 109 participants access to Livewell’s multiple clinicians, which will provide more access and a diverse population of therapists, as well as extended hours.
