SUBJECT: First Amendment to Agreement No. 23-396 with Fresno Economic Opportunities Commission
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute First Amendment to Agreement with Fresno Economic Opportunities Commission for implementing the school-based dental sealant program, effective upon execution with no change to the term of July 1, 2023 through June 30, 2027 and increasing the maximum by $30,000 to a total of $950,000.
REPORT
There is no additional Net County Cost associated with the approval of the recommended action, which will allow Fresno Economic Opportunities Commission (Fresno EOC) to continue to administer dental screenings, dental sealants and fluoride varnishes to elementary school aged children. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board choose to not execute the recommended amendment, Fresno EOC would not be able to carry out all scope of work activities related to administering dental screenings, dental sealants, and fluoride varnishes to elementary school aged children in grades K-6.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action, which will increase the agreement with Fresno EOC by $30,000 to $950,000 for the term. Sufficient appropriations and estimated revenues have been included in the Department’s Org 5620 FY 2024-25 Adopted Budget and will be included in subsequent budget requests.
DISCUSSION:
On June 6, 2023, your Board approved an Amendment to increase the oral health grant allocation from the California Department of Public Health to allow the Local Oral Health Program (LOHP) to continue school-based/school-linked activities it was not able to complete in the previous grant term.
On August 8, 2023, your Board approved Agreement No. 23-396 with Fresno EOC to continue providing the school-based dental sealant program, assist schools with mandated reporting requirements, and leverage reallocated funding to continue school-based/school-linked activities from the previous oral health grant. Fresno EOC has been working with dental providers to plan logistics for hosting the school screening events and coordinate the distribution of a dental stipend for the participating registered dental hygienist or dentist who attends the school screening event and administers the dental sealants or fluoride varnishes. During FY 2023-24, a total of 1,198 elementary school aged children received oral health education and dental sealants or fluoride varnishes through Fresno EOC’s school-based dental sealant program.
Approval of the recommended Amendment will increase the agreement by $30,000 in FY 2024-25, which will allow this very successful program to continue providing oral health stipends to dental providers and registered dental hygienists to administer dental sealants and fluoride varnishes to elementary school aged children. Fresno EOC plans to expand their program to include sealant retention checks on the students who received dental sealants during the school year and facilitate partnerships between schools and the dental providers to increase the programs chance of sustainability in future years.
