SUBJECT: Department Contribution of Funds for Community Outreach Event
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Department of Public Health to contribute funds to participate in the Fresno Rainbow Pride Festival for fiscal year 2025-26, pursuant to Administrative Policy 80.
REPORT
Administrative Policy 80 establishes the framework for Departmental contributions to non-County events. Approval of this item authorizes the Department to allocate funds to participate in the Fresno Rainbow Pride Festival on June 6, 2026. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve of either recommended action, the Department will not proceed with the unapproved activity.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended actions. Costs for the 10’x10’ booth space are estimated to be $125, fully offset with California Department of Public Health Sexually Transmitted Infection (STI) Prevention and Collaboration funding. Sufficient appropriations and offsetting revenue are included in the Department’s Org 5620 FY 2025-26 Adopted Budget.
DISCUSSION:
On June 10, 2025, your Board discussed department sponsorships and financial contributions to community events. At that time, direction was given to the County Administrative Officer (CAO) to establish a formal process for such participation and funding.
On July 8, 2025, Administrative Policy 80 - Department Contributions of Funds for Non-County Events or Causes, was approved by your Board ensuring that the County follows a consistent process when departments seek to make contributions of funds for non-County events, causes, or similar activities.
The Department will set up a booth to provide educational materials about public health services and programs. The $125 expenditure will be paid directly to the event organizer and is inclusive of the 10’x10’ booth space for educational material. This is not a sponsorship and participation in the parade is not included in the fee. The expenditure will be fully funded with grant revenue and participation supports the objectives and requirements of the grant. The following educational materials will be available at the booth during the festival:
Brochures/pamphlets regarding:
• Hepatitis C
• HIV and HIV prevention
• STD Myths and Testing
• Syphilis
• Monkeypox
The Department recognizes and participates in community events to promote public health and foster a positive and engaging environment that increases education, prevention, and overall community well-being. Participation in the Fresno Rainbow Pride Festival supports effective grant implementation, community trust, and continuity of established public health engagement efforts.
