SUBJECT:                     Maintained Mileage of Fresno County Roads

 

RECOMMENDED ACTION(S):

TITLE

Adopt and authorize the Chairman to execute a Resolution revising the number of miles of maintained Fresno County roads as of December 31, 2021 as approximately 3,478.526 miles and authorize the Director of the Department of Public Works or his designee to transmit a copy of the adopted Resolution to the California Department of Transportation (Caltrans).

REPORT

Approval of the recommended action will certify the County’s maintained road mileage as of December 31, 2021, as approximately 3,478.526 miles.  This represents a decrease of approximately 2.728 miles from 2020.  The Resolution is required annually pursuant to California Streets and Highways Code, Section 2121.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  However, transportation funds distributed by the California Department of Transportation (Caltrans) are allocated based on a formula, which includes the mileage maintained by each local agency, such as the County. As a result of the reduction in the County’s maintained mileage, there could be a minimal decrease in Road funds that the County receives from the State.

 

DISCUSSION:

 

By May of each year, the State of California, through Caltrans, requires each County to certify, by resolution, the length of County maintained roads, as of December 31 of the previous year. Although Caltrans did not yet submit a formal request for the County’s certification, the Department of Public Works and Planning (Department) has been in communications with Caltrans to seek a certification request.  Based on these conversations, and to avoid delay, the Department is taking the initiative to request your Board’s adoption of the recommended resolution to maintain statutory compliance.

 

For the calendar year ending December 31, 2020, the maintained mileage of Fresno County roads was approximately 3,481.254.  For the calendar year ending December 31, 2021, the maintained mileage of Fresno County roads was approximately 3,478.526.  This reflects a net reduction of approximately 2.728 miles due to vacations and annexation by various cities.  These changes are detailed in the recommended resolution.

 

The Department expects that Caltrans would incorporate the maintained mileage adjustment into future funding distributions upon receipt of the copy of the resolution approved by your Board.
