SUBJECT:                     Salary Resolution Amendment

RECOMMENDED ACTION(S):

TITLE

Approve Amendment to the Salary Resolution to add one additional Sheriff’s Captain allocation to the current allocation within Group 2 and deleting the Sheriff Inmate Services Director position from Group 9, effective April 13, 2026, as reflected in Appendix “D”.

REPORT

Approval of the recommended action will add one additional Sheriff’s Captain allocation to the current allocation in Group 2 and delete the Sheriff Inmate Services Director from Group 9 from the Sheriff-Coroner-Public Administrator’s Org 3111. The approval of the recommended action will enhance operational efficiency, flexibility, and effectiveness by increasing sworn command staff to address issues, such as span of control, at the executive level. This item is countywide.

ALTERNATIVE ACTION(S):

Your Board may choose not to approve the Salary Resolution Amendment and the Sheriff’s Office’s positions would remain unchanged.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action.  The annual cost of the additional position will be $9,988.  Costs associated with this position are fully funded with Incarcerated Persons Welfare Funds.  Sufficient appropriations are included in the Sheriff’s Org 3111 FY 2025-26 Adopted Budget and will be included in future budget requests.

DISCUSSION:

Approval of the recommended action will allow the Sheriff’s Office to operate more efficiently by increasing sworn command staff to address issues with the work of a major organizational division, such as Patrol, Jail, Administration, or Detectives. Also, represents the department in the community with other law enforcement agencies, confers with departmental administration regarding policies and procedures, recommends methods of improving functioning of the division, assigns, trains, supervises law enforcement, Correctional Officers, and support personnel. Sheriff’s Captain will take command in emergency situations, analyzing situations and deploying personnel and equipment for the most effective utilization and perform all phases of law enforcement work as necessary.

The approval of the recommended action will approve staffing changes that are necessary to better support the goals and objectives of the Sheriff’s Office with no additional Net County Cost and no net increase in the total number of positions.
