SUBJECT: Census 2020 Standard Agreement
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute the Census 2020 Standard Agreement with California Complete Count - Census 2020 Office for county outreach activities to promote participation in the census, effective upon execution by the Office through December 31, 2020 ($1,088,443).
REPORT
Approval of the recommended action will authorize the Department of Social Services, as the lead department designated by the County Administrative Officer at the end of January 2019, to receive the funding allocation for outreach activities to promote participation in the 2020 decennial census. On January 8, 2019, the Board approved the opt-in letter and resolution submitted to the California Complete Count - Census 2020 Office (CCC Office) on January 10, 2019. This item is countywide.
ALTERNATIVE ACTION(S):
Your Board may choose not to approve the recommended action, resulting in the Department declining the funding allocation for 2020 Census outreach activities.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. Once the agreement is submitted to the CCC Office, Department staff, upon reaching the milestones outlined in the agreement, will submit invoices for the $1,088,443 funding allocation. The executed agreement will become effective upon execution by the CCC Office. The funds will be deposited in the Department’s California Census 2020 Special Revenue Fund Org 1134.
DISCUSSION:
On November 9, 2018, the County received a letter from the CCC Office regarding the recommended agreement with details on the County’s funding allocation for local 2020 U.S. Census related activities and the necessary procedures to “opt-in” to receive the award.
On January 8, 2019, the Board adopted Resolution No. 19-003 authorizing the County to enter into the 2020 Census County-Optional Outreach Agreement and approved the execution of a County Opt-In letter.
With your Board’s approval, the agreement will be submitted to the CCC Office for execution. Within 60 days of execution by the CCC Office, the Department must provide a Strategic Plan for approval by the CCC Office; no tasks will be performed prior to agreement execution. Funding will be disbursed directly to the Department after completion of specific deliverables.
The Strategic Plan will be developed and informed by other county census efforts to avoid duplication, and to ensure any outreach service gaps are filled. The Department intends to reach out to other county partners, community-based providers, incorporated and unincorporated cities in the development of the Strategic Plan.
Upon execution, the County will participate in monthly in-person meetings with the area’s assigned State Regional Program Manager (RPM) to discuss operations and provide updates of the Strategic Plan and progress. Upon execution, or starting April 1, 2019, whichever comes later, the County will provide written quarterly reports to the RPM. An Implementation Plan is due to the State by September 30, 2019. A Final Report is due to the State by September 30, 2020.
