SUBJECT: Reimbursement Agreement with the Fresno County Employees’ Retirement Association
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a reimbursement Agreement with the Fresno County Employees’ Retirement Association for Board of Retirement elections, effective September 26, 2025, not to exceed five consecutive years, which includes a three-year base term and two automatic one-year extensions.
REPORT
On June 22, 2021, the Board approved updated election procedures for the Fresno County Employees’ Retirement Association (FCERA) Board of Retirement elections. The recommended Agreement memorializes the reimbursement process stated in the updated election procedures. This item is countywide.
ALTERNATIVE ACTION(S):
There are no viable alternative actions. The updated election procedures, approved by the Board on June 22, 2021, require an agreement memorializing the reimbursement process.
FISCAL IMPACT:
There is no additional Net County Cost associated with the recommended action. FCERA will reimburse the Fresno County Clerk/Registrar of Voters for all Board of Retirement election-related costs within 45 calendar days of each Board of Retirement election.
DISCUSSION:
The Board of Retirement Election Procedures were updated and approved by the Board on June 22, 2021, which require a reimbursement agreement between FCERA and the County, memorializing the terms and conditions for FCERA to reimburse the Fresno County Clerk/Registrar of Voters for all Retirement Board election-related costs. The recommended Agreement provides those terms and conditions for such reimbursement.
On September 26, 2017, the Board approved a reimbursement agreement with FCERA from September 26, 2017 through September 25, 2025.
The recommended Agreement, if approved by your Board, would be effective September 26, 2025 with a three-year base term through September 25, 2028 and two optional, automatic one-year terms. Either party may terminate the Agreement at any time and without cause upon at least 90 calendar days’ notice, except under certain timing circumstances for Board of Retirement elections (e.g., not during a 90-calendar day period before a scheduled Board of Retirement election). In any case, FCERA is required to reimburse all election costs incurred by the County up to the Agreement termination date.
Additionally, the recommended Agreement does not alter or amend any of the parties’ respective rights or obligations under the Board of Retirement Election Procedures or the County Employees’ Retirement Law of 1937, which is the governing law for the County’s retirement system.
The next scheduled Board of Retirement election is November 20, 2025.

The Retirement Administrator of the Fresno County Employees’ Retirement Association reviewed this item prior to the Board of Retirement’s approval and execution of the recommended Agreement on July 29, 2025.
