SUBJECT: Subvention and Medi-Cal Cost Avoidance Delegation of Authority Letter
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a Subvention and Medi-Cal Cost Avoidance Delegation of Authority Letter, as required by the California Department of Veteran’s Affairs, to delegate authority to Veteran Service Representative Aimee Taylor, an accredited senior County Veteran Service Office staff member, to certify reports required by the California Department of Veteran’s Affair for the Fresno County Department of Social Services - Veterans Services Office.
REPORT
There is no additional Net County Cost associated with the recommended action, which will authorize senior County Veteran Service Office (CVSO) staff member, Veteran Services Representative (VSR) Aimee Taylor, to certify forms and reports required by the California Department of Veterans Affairs (CDVA), including forms for Subvention, Medi-Cal Cost Avoidance, and Veteran Service Office Fund (VSOF), while appointment of a new County Veterans Service Officer (CVSO) is pending. This item is countywide.
ALTERNATIVE ACTION(S):
There is no viable alternative action. Should your Board not delegate the authority of a CVSO to the senior CVSO staff member, in accordance with California Code of Regulation, Title 12, Section 451(a)(1), pending appointment of a new CVSO, the County may lose funding from CDVA.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Approval of the recommended action will allow the senior CVSO staff member to certify documents required by the CDVA.
DISCUSSION:
It is the responsibility of the Department of Social Services’ Veterans Service Officer (VSO) to notify CDVA when the CVSO position is vacated and a new CVSO has been appointed. However, if a CVSO has not yet been appointed by the Board of Supervisors and an interim period exists, the daily operations of the CVSO must be delegated to a senior CVSO staff member for an interim period. This requires the submittal of a delegation of authority letter executed by both the Chairman of the Board of Supervisors and the identified delegated staff member within 30 days of the position being vacated. The delegated staff member will then be able to certify reports related to the Subvention program, Medi-Cal Cost Avoidance program, VSOF program, CalVet College Fee Waivers and College Fee Waiver Delegation of Authority Letter.
The Department was notified on July 8, 2022, that the CVSO position, held by David Rose, would be vacated as of August 5, 2022. Aimee Taylor is an accredited VSR and has been selected as the senior CVSO staff member, pending the delegation of authority. A recruitment for a new CVSO through the Human Resources Department is currently pending.
