SUBJECT: Amendment I to Agreement with City of Fowler for the Fowler Pazak Park ADA Improvements Project (CDBG 24231)
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment I to Agreement No. 25-468 with City of Fowler for the Fowler Pazak Park ADA Improvements Project, Community Development Block Grant (CDBG) Project No. 24231, effective upon execution with no change in term through May 20, 2026, increasing the maximum CDBG funds provided by $212,408, to reduce the City’s local financial contribution, to a total CDBG funding amount not to exceed $978,408.
REPORT
There is no Net County Cost associated with the recommended action. Approval of the recommended action will provide additional Community Development Block Grant (CDBG) funding for the Fowler Pazak Park ADA Improvements (Project). These additional funds are available from the City of Fowler (City) CDBG allocation included in the County’s 2025-2026 Action Plan, as approved by your Board on August 5, 2025. The total Project cost is estimated at $1,121,781. The recommended amendment will increase CDBG funding for the Project by $212,408, from $766,000 to $978,408 to decrease the City’s local financial contribution. This item pertains to a location in District 4.
ALTERNATIVE ACTION(S):
Your Board may choose not to approve the recommended amendment, requiring the City to provide local financial contributions to cover Project costs that exceed the current $766,000 CDBG funding provided in the Agreement, and direct the City to propose a different eligible use for its 2025-2026 CDBG funds. However, a different use would require an amendment to the 2025-2026 Annual Action Plan and may impact the County’s ability to meet its CDBG expenditure timelines, set by the U.S. Department of Housing and Urban Development (HUD).
FISCAL IMPACT:

The recommended amendment will increase CDBG funding for the Project by $212,408, from $766,000 to $978,408 to decrease the City’s local financial contribution. The total Project cost is estimated at $1,121,781. The additional CDBG funds are included in the Department of Public Works and Planning - Community Development Block Grant Org 7205 FY 2025-26 Adopted Budget. CDBG funds are provided on a reimbursement basis.
DISCUSSION:
On September 9, 2025, your Board approved Agreement No. 25-468 (Agreement) for the Project providing $766,000 in CDBG funds to the City, on a reimbursement basis. The Project involves the construction of accessibility improvements within the existing Fowler Panzak Park, reconstructing sidewalk, curb, and gutter around the perimeter of the park, the addition of sidewalk for accessibility within the park, reconstruction of ADA curb ramps to meet current ADA standards, modification of on-street parking to provide new ADA stalls with ramps, and installation of a rubberized tile system beneath existing playground equipment. The Project is located in the existing Fowler Panzak Park on the Northeast corner of 2nd and Merced Streets in the City of Fowler.
If approved, Amendment I will increase the total CDBG funds allocated to this Project from $766,000 to $978,408. The City chose to utilize its 2025-2026 CBDG allocation to reduce its local financial contribution towards this project, as listed in the 2025-2026 Action Plan. The recommended action will also reduce the local financial contribution from $355,781 to $143,373. All remaining provisions of the Agreement will remain in full force and effect.
