SUBJECT:                     Sheriff’s Office Electric Bicycle Purchase

 

RECOMMENDED ACTION(S):

TITLE

1.                     Adopt Budget Resolution increasing FY 2022-23 appropriations and estimated revenues in the amount of $40,000 in the Sheriff-Coroner-Public Administrator Org 3111 for the purchase of electric bicycles (4/5 vote); and

2.                     Adopt Budget Resolution increasing FY 2022-23 appropriations in the amount of $40,000 in the Local Innovation Subaccount Funds Org 3438 to fund the purchase of electric bicycles out of the Sheriff-Coroner-Public Administrator Org 3111 (4/5 vote).

REPORT

There is no additional Net County Cost associated with the recommended actions.  Local Innovation Funds will be utilized to purchase six (6) e-bikes. The ATR 528 police e-bike is a law enforcement electric bicycle that will be utilized by the Sheriff’s Reserve Deputies to respond to areas where access by a patrol vehicle is not possible.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended actions are not approved, the Sheriff’s Office will not be able to replace the current e-bikes that are over 20 years old with outdated equipment or parts not being available to be serviced. The current e-bikes are becoming unsafe to use for any type of detail.

 

FISCAL IMPACT:

 

There is no additional Net County Cost associated with this action. The Sheriff’s Office will use the Local Innovation Subaccount Funds Org 3438 to purchase the e-bikes for the Reserve Deputies to utilize for law enforcement services. The Sheriff’s Office is estimating approximately $40,000 that can be used to purchase replacement e-bikes. Approval of the recommended actions will increase the FY 2022-23 appropriations and estimated revenues in the Sheriff-Coroner-Public Administrator’s Org 3111 and the Local Innovation Subaccount Fund Org 3438 in the amount of $40,000 accordingly. 

 

DISCUSSION:

 

The e-bikes will be utilized in various areas such as Fig Garden, Christmas Tree Lane, Fresno State University home football games, the annual Caruthers Fair, special events at Kearney Park, China Peak, and Shaver Lake. Deputies on e-bikes can respond faster than deputies on foot and be less fatigued upon arrival. Deputies on e-bikes can interact better with the public at community events as they are more approachable than a deputy in a patrol vehicle.

The purchase of the six (6) e-bikes includes assembly, gear, brake adjustments, safety check and calibration of the e-bikes. Also, the e-bikes includes police red/blue lights, siren, forward-facing white lights and necessary bike bags (marked Sheriff) to carry equipment. The purchase of e-bikes includes one on-site tune-up with diagnostic, safety check, brakes, gears, wheels, components, lube, air, computer diagnostic and calibration. Services will be conducted in Fresno by American Bike Patrol Services for one year. Thereafter, services will be provided by Steven’s Bicycles for maintenance and as needed services for the e-bikes.

 

The new ATR 528 police e-bikes will replace the current e-bikes that are over 20 years old and only two out of the five e-bikes that are in working order. These e-bikes will be utilized to replace aging e-bikes within the Sheriff’s Reserve Deputies and community services operations.
