SUBJECT: Retroactive Agreement with Wheaton Van Lines, Inc.
RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute a retroactive Agreement with Wheaton Van Lines, Inc., through a cooperative agreement with Omnia Partners, for moving, relocation services and related transfer services of Library contents associated with multiple Library branch improvement projects, effective January 27, 2026, up to a five-year term through December 31, 2030, total not to exceed $5,000,000; and
2. Adopt Budget Resolution increasing FY 2025-26 appropriations for Library Fund 0107, Subclass 10000, Org 7530 Library Capital Improvements in the amount of $1,000,000 using reserves of Fresno County Library-Measure B, Fund 0107 for moving, relocation, and transfer services related to multiple Library branch improvement projects (4/5 vote).
REPORT
There is no Net County Cost (NCC) associated with the recommended actions. Approval of the first recommended action authorizes a professional service agreement for moving and relocation services of Library contents, furnishings, and equipment for a five-year term. Services will be performed on a short-term, project-based schedule to support multiple Library branch improvement projects. The recommended agreement will allow the County to contract with Wheaton Van Lines, Inc. and will utilize discount services and terms negotiated by Omnia Partners under cooperative purchasing agreement #2020.002692, Amendment #1 to Request for Proposal (RFP) #001734-DEC2019: Moving, Relocation Services and Related Products, conducted by the Regents of the University of California, with remaining renewal terms beginning January 1, 2026 through December 31, 2030, pursuant to Chapter 4 of the County’s Purchasing Manual, governing Cooperative Purchasing. The second recommended action provides funding for moving and transfer services related to multiple Library branch improvements projects underway for FY 2025-26. The item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended actions, the Library will be unable to meet the demand for moving and transfer services on current and upcoming renovations projects at multiple Library branches.
RETROACTIVE AGREEMENT:
The recommended agreement is retroactive to January 27, 2026, the date services began. As part of the Library’s Central Branch improvements project, the property lease agreement with Baltara Enterprises, L.P. for the temporary relocation site that was approved by your Board on January 27, 2026. Accordingly, relocation and related moving services were required to begin immediately on that date to support the transfer of Central Branch operations to the leased property during improvement activities. Due to document revisions, internal discussions, and internal agenda-processing timelines, the recommended agreement for approval is being submitted with a retroactive start date of January 27, 2026.
FISCAL IMPACT:
There is no additional NCC associated with the recommended actions. The maximum agreement compensation for the full term is $5,000,000 and will be fully offset from restricted Measure B library sales tax and property taxes revenues in the Library’s Org 7511 - Library and Org 7530 - Library Capital Improvements. Sufficient appropriations and estimated revenues will be included in future Recommended Budget requests for the duration of the agreement term. The recommended Budged Resolution will increase appropriations in the FY 2025-26 Adopted Budget for Library’s Org 7530 - Library Capital Improvements in the amount of $1,000,000.
DISCUSSION:
The Library has ongoing and planned branch improvement projects at several locations throughout Fresno County, including the downtown Central Branch, the new Politi Branch location, Selma, Kingsburg, Clovis, and Reedley branches, as well as Americans with Disabilities Act (ADA) upgrades at various locations. Some improvement projects may require temporary closures to the public and staff, and, as applicable, partial or full relocation of Library operations. On January 27, 2026, your Board approved lease agreement with Baltara Enterprises, L.P. for warehouse and office space located at 2600 Cesar Chavez Boulevard, Suite 118, Fresno, CA 93721 for relocation of Library’s Central Branch contents and partial staff. As a result, the Library requires packing, moving, and transfer services for Library contents, including materials, furnishings, equipment, and artwork, which requires specialized handling during Library branch improvement and relocation activities.
The County’s Purchasing Manual 4, Cooperative Purchasing, provides that the County may consider using another governmental agency’s contract. The County may also choose to piggyback off another government agency’s contract, as for all piggybacks, the County must follow the provision of the contract and base line pricing for the remaining cooperative purchasing agreement terms. On October 24, 2025, the Regents of the University of California, in conjunction with Omnia Partners, extended cooperative purchase agreement #2020.002692, amendment #1, to exercise all five one-year renewal options for renewal terms beginning January 1, 2026, through December 31, 2030, under RFP #001734-DEC2019: Moving, Relocation Services and Related Products.
The General Services Department - Purchasing Division has reviewed Omnia’s procurement process and determined their procedures to be consistent with the County’s procurement requirements.
Assembly Bill 339 (Government Code §3504.1) does not apply to this action because the County is not issuing an RFP/RFQ, nor renewing or extending a County-issued contract.
The recommended agreement will allow for moving, relocation, and transfer services and logistics support for multiple branch improvements through December 31, 2030, to align with the cooperative agreement’s remaining five-year term.
The second recommendation provides funding for project-based moving and transfer services associated with multiple branch improvement and relocation projects scheduled through June 30, 2026. Funded activities include large-scale packing and transfer services for Central Branch improvement project and moving services support for the Selma, Kingsburg, and Politi Branch projects.
