SUBJECT: Budget Resolution (Org. 8872)
RECOMMENDED ACTION(S):
TITLE
1. Adopt a Budget Resolution increasing the FY 2026-27 appropriations and estimated revenues for Department of Behavioral Health Org 56305555, in the total amount of $1,267,060; and
2. Adopt a Budget Resolution increasing the FY 2026-27 appropriations and estimated revenues for Public Works and Planning Org 8872, in the total amount of $1,267,060.
REPORT
There is no additional Net County Cost associated with the recommended actions, which will allow the Department of Behavioral Health (DBH) to transfer funding to the Department of Public Works and Planning (PWP) for the completion of low-voltage cable installation services, alarm system, security cameras and systems for the new DBH building located at 555 East Olive Avenue, Fresno, California, 93727 (Olive Building). These services will be provided by the existing low voltage provider, Teledata Services Co. (Teledata). This item pertains to a location in District 3.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended actions, DBH will not be able to transfer funds to PWP for the completion of the construction project. Your Board may direct the Information Technology Services Department (ITSD) to rebid the low voltage project rather than use the existing low voltage Agreement No. 26-345 with Teledata. ITSD solicited quotes through an informal Request for Quotations from three local vendors and the selected bidder, Contra Costa, elected to not proceed during the contract negotiation process.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended actions.
Adoption of Recommended Action No. 1 will increase appropriations and estimated revenues for the Department of Behavioral Health Org 5630 FY 2026-27 Adopted Budget ($1,267,060) using Behavioral Health Continuum Infrastructure Program (BHCIP) grant funds. These funds will be transferred to support the incorporation of capital improvements completed by current contracted providers into the capital project, and to ensure the cost is properly accounted for within the overall building improvements.
Adoption of Recommended Action No. 2 will increase appropriations and estimated revenues for the Department of Public Works and Planning Capital Projects - Olive Building Improvements Org 8872 FY 2026-27 Adopted Budget ($1,267,060) using operational transfer in funds from Department of Behavioral Health.
DISCUSSION:
ITSD coordinates low-voltage cabling installation services for all County departments except the Sheriff’s Office, as an essential part of the integrated data and phone network design. On July 14, 2026, your Board approved Agreement No. 26-345 with Teledata to provide low voltage cabling services, effective upon execution through July 13, 2031, total not to exceed $7,500,000.
On October 20, 2020, the Board approved the purchase of the Olive Building and construction started in 2025. This building will eventually house staff from DBH who will provide outpatient mental health services for both children and adults.
Due to the timing of the formal competitive bid solicitation for a new countywide internal low-voltage services agreement, ITSD required an interim project-specific solution for the Olive Building to avoid construction delays and increased costs. ITSD solicited quotes through an informal Request for Quotations from three local vendors: EKC Enterprises, Inc., Contra Costa, and Teledata, and Contra Costa was determined to offer the lowest bid. Purchasing reviewed the bid process and concurred with ITSD’s findings.
During the contract negotiation process the selected bidder, Contra Costa, elected to back out of the agreement. In the interest of time, DBH and PWP have decided to fall back on the next lowest bid from Teledata. As stated above, ITSD has an active agreement with Teledata to provide low voltage cabling services, eliminating the need for an additional agreement.
Approval of the recommended actions will increase appropriations in the amount of $1,267,060 DBH Org 56305555 and PWP Org 8872 for Identiv-Hirsch velocity access control system ($300,000), fire and intrusion alarm system ($200,000), low voltage power system installation ($561,594), uninterruptible power supply system ($142,030) and security cameras ($63,436) for the Olive Building project.
