SUBJECT: Pacific Gas & Electric Easement Deed for the Reedley Library
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute an Easement Deed with Pacific Gas & Electric for new electrical and communication services and the right to maintain utility services at the Reedley Library.
REPORT
There is no Net County Cost associated with the recommended action. Approval of the recommended action will authorize the Chairman to execute an Easement Deed with Pacific Gas & Electric (PG&E). The easement is necessary to allow PG&E to provide electrical and communication services to the newly constructed Reedley Library. The recommended Easement Deed also provides PG&E the right to construct and maintain protection barriers within the easement area for the facilities installed. This item pertains to a location in District 4.
ALTERNATIVE ACTION(S):
There is no viable alternative action. If your Board does not approve of the recommended action, PG&E will not be able to provide electrical and communication services to the Reedley Library.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. Approval of the recommended action will authorize the Chairman to execute the recommended Easement Deed.
DISCUSSION:
On August 20, 2019, the Board adopted a Resolution accepting the non-monetary donation of two vacant real property parcels located at 1813 11th Street, Reedley, California, 93754 from the City of Reedley. The properties were accepted with the intention of constructing a new, modern and adaptive library facility that would align with strategic directions of the County Public Library and its Facilities Master Plan.
On December 3, 2024, the Board executed an agreement with Harris Construction for construction and consulting services for the Clovis and Reedley libraries. The anticipated completion date for both libraries is February 2027.
Approval of the recommended action will authorize the Chairman to execute the recommended Easement Deed, which will allow PG&E to provide electrical and communication services to the newly constructed Reedley Library. The Easement Deed also grants PG&E access rights necessary to install, operate, maintain, inspect, repair, and replace utility facilities within the easement area, allows related vegetation management, and limits improvements within the easement area that could interfere with those facilities.
