SUBMITTED BY:                     Susan Holt, Director, Department of Behavioral Health

SUBJECT:                     Amendment I to Agreement for the Suicide Prevention Follow-Up Call Pilot Program

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Amendment I to Agreement with Kings View Behavioral Health System for follow-up call services for the Suicide Prevention Follow-Up Call Innovation pilot program, extending the term by twelve (12) months from July 1, 2024 to June 30, 2025, with no change to the maximum compensation of $765,000.

REPORT

Approval of the recommended actions will extend the existing agreement with Kings View Behavioral Health Systems by twelve (12) months, resulting in a four-year contract. This will extend the program providing resources and linkage to appropriate behavioral health services for those who have called the suicide prevention lifeline in crisis and/or with suicidal ideation, or persons who have recently been released from the emergency department, crisis stabilization center or inpatient care for suicide ideation and/or attempt. Extending the Agreement will allow the Department to further investigate the potential positive programmatic impacts of the program. These services will be funded with Mental Health Services Act (MHSA) Innovation (INN) funds, with no increase in Net County Cost. The item is countywide.

ALTERNATIVE ACTION(S):

Should your Board not approve the recommended actions, the Department will end the Suicide Prevention Follow-Up Call INN program as originally planned on June 30, 2024, therefore not providing the County follow up call services or collection of data for the additional twelve (12) months.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The recommended amendment will continue services using unspent funds from previous years with no increase to the maximum compensation of $765,000. This special funding under the MHSA must be used for Innovation activities described within the approved Innovation plan to avoid possible reversion of funds to the State. Total cost for the recommended amendment I with Kings View Behavioral Health is $255,000 for FY 2024-25. Sufficient appropriations and estimated revenues will be included in the Department’s Org 5630 FY 2024-25 Recommended Budget.

DISCUSSION:

MHSA INN’s component provides California counties the opportunity to develop, test, pilot, adapt, and research new or unproven mental health models.  Each county’s MHSA budget sets aside 5% for INN programs. Legislation requires counties to revert funds to the State that have not been spent within the required three-year period for the primary MHSA programs.

On September 7, 2021, your Board approved A-21-352 with Kings View Behavioral Health to provide follow up call services for the Suicide Prevention Follow Up Call INN plan.

The Suicide Follow-Up Call Program provides resources and increases linkage to appropriate behavioral health services for those who have called the suicide prevention lifeline in crisis and/or with suicidal ideation, or persons who have recently been released from the emergency department, crisis stabilization center or inpatient care for suicide ideation and/or attempt.  The program also provides follow up with individuals who have been engaged by the suicide prevention lifeline to complete a wellness check and check the status of an individual’s engagement in follow up clinical care.  The immediate follow-up model allows for critical, real-time information to understand environmental or social factors that may have contributed to an individual’s ideation and improve prevention efforts.

Approval of the recommended action will allow the Department to continue utilizing Kings View Behavioral Health for the follow up call services for our community and gain additional insight on the sustainability of such programs.
