SUBJECT:                     Amendment I to Agreement with the City of Mendota (CDBG 23471)

RECOMMENDED ACTION(S):

TITLE

Approve and authorize Chairman to execute Amendment I to Agreement No. 24-053 with the City of Mendota for the Mendota Rojas Pierce Park, Phase II, Community Development Block Grant Project No. 23471, effective upon execution with no change in term through July 18, 2025, increasing the maximum funds provided by $240,963 to a total Community Development Block Grant funding amount not to exceed $527,835.

REPORT

Approval of the recommended action will provide additional Community Development Block Grant (CDBG) funding for the Mendota Rojas Pierce Park, Phase II (Project).  These additional funds are available from the City of Mendota’s (City’s) CDBG allocation included in the County’s 2024-2025 Action Plan, as approved by your Board on June 18, 2024.  The total Project cost is estimated at $563,250.  This item pertains to a location in District 1.

ALTERNATIVE ACTION(S):

Your Board may choose to not approve the recommended amendment, requiring the City of Mendota (City) to continue to provide local financial contributions to cover project costs which exceed the current $286,872 of CDBG funding.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended actions.  The recommended amendment will increase CDBG funding for the Project by $240,963, from $286,872 to $527,835.  The additional CDBG funds are included in the Department of Public Works and Planning - Community Development Block Grant Org 7205 FY 2024-25 Proposed Budget.  CDBG funds are provided on a reimbursement basis.

DISCUSSION:

On January 23, 2024, the Board approved Agreement No. 24-053 (Agreement) for the Project.  The Agreement provided $286,872 in CDBG funds to the City, on a reimbursement basis, for the construction of a new building containing restrooms and concessions with associated utility services at Mendota Rojas Pierce Park.  The Project is located on the north side of Smoot Avenue, between Gregg Court and Amador Street, in Mendota.

Based on the need to reduce the City’s local financial contribution, Amendment I is before your Board for approval.  If approved, Amendment I will increase the total CDBG funds allocated to this Project from $286,872 to $527,835, and reduce the City’s local financial contribution from $276,378 to $35,415.  The additional CDBG funds are available from the City’s CDBG allocation.  All remaining provisions of the Agreement will remain in full force and effect.
