SUBJECT: Amendment No. 1 to Agreement with UC Davis for County Self-Assessment
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute the First Amendment to Agreement with UC Davis for consultation and facilitation services, extending the term by six months from January 1, 2025 to June 30, 2025 with no change to the maximum compensation of $100,500.
REPORT
There is no increase in Net County Cost associated with the recommended action. Approval of the recommended action will allow UC Davis to continue providing necessary consultation services for the 2024 County Self-Assessment (CSA). The Department is required by California Department of Social Services to submit a CSA report that includes an analysis of child welfare and probation programs and services. This item is countywide.
ALTERNATIVE ACTION(S):
There is no viable alternative action. Should your Board choose not to approve the recommended action, the Department will be unable to complete the final step in the CSA process.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The maximum amount of the agreement ($100,500) will be funded with Family First Transition Act (FFTA) funds. Sufficient appropriations and estimated revenues are included in the Department of Social Services Org 5610 FY 2024-2025 Adopted Budget.
DISCUSSION:
To continue the ongoing efforts to finalize the state mandated CSA, the Department has contracted with UC Davis for their extensive knowledge and experience in consultation and facilitation of the CSA process. UC Davis and the State of California developed a partnership over 30 years ago to address the needs of counties to develop new skills for social workers. The programs have expanded to become the sole State-approved comprehensive social services, human services, and public sector management training programs for all 58 California counties. UC Davis’ partnership with the State provides a unique and comprehensive understanding of federal, state, and local requirements of social services and child welfare agencies. Additionally, UC Davis is currently assisting the State and other counties with technical assistance on the CSA.
On August 6, 2024, your board approved an agreement (24-430) with UC Davis to provide consultation and facilitation services to complete the CSA process and System Improvement Plan (SIP) report. UC Davis’ support has been critical to ensuring all aspects of the CSA are completed timely and fully responsive to the State’s guidelines and requirements. Services include, but are not limited to providing a detailed checklist, detailed template, compiled data for the Demographic Profile and Outcome Data Measures sections, Peer Review and Stakeholder Meeting sections, summaries of all the events and consultation and review of the CSA report.
During this extensive CSA process, the county’s efforts to begin development of the SIP report have been delayed due to the delay in the State’s review and approval of the Department’s CSA submission. Due to this unforeseen circumstance, the Department will most likely not meet the timeframe for the next SIP report submission. The recommended Amendment seeks to extend the term of the agreement to allow the department to utilize UC Davis assistance in the strategy development, report writing and revision up until approval for the SIP Report. The recommended amendment utilizes the UC Davis contract model and differs from the County’s model contract. UC Davis requires the Board of Supervisor to sign first and will subsequently fully execute the amendment. A copy of the fully executed amendment will be forwarded to the Clerk of the Board.
