SUBJECT: Salary Resolution Amendment
RECOMMENDED ACTION(S):
TITLE
Approve Amendment to the Salary Resolution, Section 200 - Tables of Positions to transfer positions from the Information Technology Services Department to the General Services Department, effective, June 23, 2025, as reflected on Appendix “C”.
REPORT
There is no increase in Net County Cost associated with the recommended action. Approval of the recommended action will amend Section 200 of the Salary Resolution by transferring 27 positions from the Information Technology Services Department (ITSD) Org 8905 to the General Services Department (GSD) Org 8935, transferring one position from ITSD Org 8905 to the GSD-Security Services Org 8970, and transferring one position from the GSD-Facilities Services Org 8935 to ITSD Org 8905. This item is countywide.
ALTERNATIVE ACTION(S):
Your Board may choose not to approve the recommended actions, in which case the ITSD and GSD organizational structure would remain unchanged and will not align with the executed division of the Internal Services Department (ISD) as adopted by the Board on January 28, 2025.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Sufficient appropriations and estimated revenues are included in the ITSD Org 8905, GSD-Facility Services Org 8935, and GSD-Security Services Org 8970 FY 2025-26 Recommended Budgets.
DISCUSSION:
On January 28, 2025, your Board conducted the second hearing to adopt the proposed amendments to the Fresno County Ordinance Code, Title 2 Administration, reorganizing the Internal Services Department (ISD) into two separate departments: ITSD and GSD, which took effect February 27, 2025.
On March 25, 2025, your Board approved amendments to the Salary Resolution Section 100 - Alphabetical Position Listing and Section 200 - Tables of Positions, retitling and reclassifying positions impacted by the reorganization of ISD, as a necessary step to update the ITSD and GSD organizational structures.
The recommended action before your Board transfers 29 total positions between ITSD and GSD as a final step in the organization restructuring of both departments, as follows:
• ITSD will transfer 28 positions from Org 8905
o 27 positions to GSD - Facility Services Org 8935
o One position to GSD - Security Services Org 8970
• GSD will transfer one position from Org 8935
o One position to ITSD Org 8905
The transfer of these positions will allow the ITSD and GSD organizational structures to operate independent of one another as separate departments.
