SUBJECT: Amendment to Resolution 25-177 to Modify Fresno County Senate Bill 1 Project List
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to sign a Resolution amending Exhibit A of Resolution 25-177 to include additional road projects to be performed with Department of Public Works and Planning’s Road Maintenance and Rehabilitation Account funds for FY 2025-26.
REPORT
Approval of the recommended action will allow two additional projects, Cedar Avenue Reconstruction (Jensen to Annadale and Annadale to Fresno City limits) and Alder Springs Overlays to be to be included in the established list of road and bridge projects to be performed with the Department of Public Works and Planning’s (Department) Road Maintenance and Rehabilitation Account (RMRA) funding for FY 2025-26.
The existing Senate Bill (SB) -1 list contains projects located in all Districts, while the additional projects are located in Districts 3 and 5.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, FY 2025-26 RMRA funding would not be used to fund the additional projects.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Revenues received from the RMRA in the amount of $29,276,170 for FY 2025-26 will be deposited in Road Fund 0010, and will be utilized for design, right-of-way purchase, construction, and construction inspection of the road and bridge projects identified on Exhibit A, including the Alder Springs and Cedar Avenue projects.
DISCUSSION:
On June 10, 2025, your Board approved and authorized the Chairman to sign Resolution 25-177 establishing a list of road and bridge projects to be performed with the Department’s RMRA funds in the amount of $29,276,170 for FY 2025-26. The RMRA funds, created by SB -1, are collected through State imposed per-gallon excise taxes on gasoline and diesel fuel, sales taxes on diesel fuel, and registration taxes on all motor vehicles. Portions of the revenues are distributed to cities and counties for use focused on transportation.
The RMRA funds are proposed to be spent on several projects, which will be funded exclusively by RMRA, and to provide matching funds for federally-funded projects. SB-1 emphasizes the importance of accountability and transparency in the delivery of California’s transportation programs. The Department requests the addition of the following projects to the FY 2025-26 RMRA funded project list:
• Cedar Avenue from Jensen Avenue to Annadale Avenue and Annadale Avenue to Cedar Avenue to Fresno City Limits. Approximately one quarter mile west of Maple Avenue is in poor condition and will require reconstruction. The estimated cost is $2 million, and its completion is anticipated in November 2026. As shown in the attached location map the project limits will extend only to the end of the County-maintained portion, as the City is responsible for any improvements on the last one quarter mile of Annadale Avenue to Maple Avenue.
• Alder Springs Subdivision near Shaver Lake was one of several areas which suffered damage during the Creek Fire. The proposed maintenance project consists of an overlay on the County-maintained portions of Alder Springs Avenue, Grand View Avenue, and Schubert Avenues. The project will improve road surface conditions and enhance ride quality. The estimated cost is $1.75 million, and its completion is anticipated in November 2025. As shown in the attached location map, the project limits will extend only to the end of the County-maintained portion, as adjacent property owners are responsible for any maintenance of private roads.
The SB-1 program requires that a resolution be approved by the Board of Supervisors prior to the start of each fiscal year containing a list of anticipated projects. However, the program guidelines permit local agencies to add or delete projects from the list at any time. Although the addition of these two projects may slightly delay the delivery of other projects, it will not necessitate the deletion of any projects, as projects not delivered within the current fiscal year can be carried over to the next. With your Board’s approval of the recommended action, a revised list of the anticipated projects for the FY 2025-26 Exhibit A, New RMRA SB-1 Funded Projects will be declared and submitted to the California Transportation Commission. The Department will return to your Board in spring of 2026 with a new list of anticipated projects for FY 2026-27, as well as any projects carried over or not completed.
