DISCUSSION:
On December 9, 2025, your Board approved and authorized the Chairman to execute the retroactive Grant Application/Agreement No. 1535-25 with the BSCC for the competitive JAG ETP Grant awarded to the Fresno County Sheriff’s Office and Probation Department. Your Board also adopted a resolution authorizing the Chairman to execute the retroactive grant Agreement and any extensions or amendments thereto, subject to approval as to legal form by County Counsel, and as to accounting form by the Auditor-Controller/Treasurer-Tax Collector.
The agreement was initially effective October 1, 2025, through September 30, 2026, in the amount of $797,235. The BSCC offered a no-cost, one year extension through September 30, 2027, which was approved by your Board on August 11, 2026, and was fully executed by BSCC on August 17, 2026.
The Sheriff’s Office is utilizing the JAG ETP funding to purchase and outfit a mobile command center trailer, a heavy duty tow vehicle, WAVE radios for the Multi-Agency Gang Enforcement Consortium (MAGEC) and Narcotics task forces, crime scene cameras, a thermal drone with mapping software, and narcotic detection dog team training.
The Probation Department is utilizing the JAG funding to purchase long guns, a long-gun safe, industrial misting fans, canopy tents, rollout mats, long gun ammunition and accessories, a Simunition Modular Tactical House, various Simunition equipment, duty to intercede training, and a long-gun “train-the-trainer” course.
On September 2, 2026, the BSCC advised that they recently received a routine JAG monitoring visit from the U.S. Department of Justice (DOJ) Bureau of Justice Assistance (BJA). During the visit, the BJA advised that federal regulations require all Prime and Sub-Recipients of JAG funds to complete the Certification Regarding Lobbying to ensure no grant funds are used for lobbying purposes. Approval of the recommended action will authorize the Chairman to execute the required Certification, along with all other required assurances or certifications through the remainder of the grant term.
