RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute Amendment V to revenue Agreement No. 14-602 with the California Department of Public Health, for Federal and State Public Health Emergency Preparedness and Hospital Preparedness Program funds allowing for budget revisions, effective upon execution, with no change in the compensation amount or term of July 1, 2014 through June 30, 2018 ($4,657,699).

 

2.                     Adopt Budget Resolution increasing FY 2017-18 appropriations and estimated revenues for Local Public Health Preparedness Org 1159 in the amount of $16,000, to fund additional program equipment (4/5 vote).

 

3.                     Adopt Budget Resolution increasing FY 2017-18 appropriations and estimated revenues for Department of Public Health Org 5620 in the amount of $16,000 (4/5 vote).

REPORT

Approval of the recommended amendment revises certain budget categories and line items without changing the grant amount, allowing the utilization of funds in support of public health and hospital preparedness emergency response to bioterrorism, outbreaks of infectious disease and other public health threats and emergencies prior to the agreement’s termination on June 30, 2018.  The first recommended action will allow the County to expend remaining FY 2016-17 extension funds during FY 2017-18.  The second and third recommended actions will increase FY 2017-18 appropriations and revenues to purchase an ultra-low temperature freezer to store bio-terrorism agents, lab samples, and reagents that require a minimum storage temperature of -70°F, with no Net County Cost. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There is no alternative action.  Should your Board not approve the recommended actions, the Department of Public Health would not be able to fund additional Public Health Emergency Preparedness (PHEP) and Hospital Preparedness Program (HPP) activities during FY 2017-18 with remaining FY 2016-17 extension funds.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions.  The proposed revenue amendment does not change the compensation amount ($4,657,699). The recommended resolutions will allow funds ($16,000) budgeted in non-fixed asset items in Local Public Health Preparedness Org 1159 to be re-budgeted for the freezer purchase in the Department’s Org 5620.

 

DISCUSSION:

 

On September 30, 2014, your Board approved Agreement No. 14-602 with CDPH for public health and emergency preparedness response activities.  Throughout the term of the agreement, Amendments I through IV adjusted the compensation amount to allow for budget adjustments.

 

On June 6, 2017, your Board approved Amendment IV, which extended the term of the agreement an additional year from June 30, 2017 through June 30, 2018.  The extension allowed full utilization of unexpended FY 2016-17 funds during FY 2017-18. 

 

The recommended amendment will adjust the budget to allow changes to categories and line items, including the addition of a freezer, without changing the maximum.  The ultra-low freezer will be utilized in the Public Health Laboratory (PHL) and replace a similar freezer damaged during the reconstruction in 2017.  The freezer will store bio-terrorism agents, lab samples and reagents that require a minimum storage temperature of -70°F. 

 

Additionally, PHEP and HPP partners will use the extension funds to complete program activities outlined in the agreement, including:

 

                     Media for flu vaccination importance

                     Closed Point of Dispensing (POD) recruitment

                     PHL camera and security system upgrades

                     PHL roof exhaust fan system upgrades

                     Supplies and training for various healthcare facility partners

 

PHEP funds are utilized to develop and refine written plans and operating procedures that support regional public health emergency preparedness and response including trainings, drills, exercises, community outreach, reports, and corrective action plans.  Response activities include addressing pandemic flu epidemics and other contagious diseases, alternate care sites, biological incidents, and advance laboratory services.  The Hospital Preparedness Program maintains and enhances local hospital, clinic, and long-term health care facility all-hazards event capabilities. 

 

With your Board’s approval, the amendment will allow for budgetary adjustments without affecting the maximum.  All other terms and conditions of the agreement remain unchanged.
