SUBJECT:                     Amendment I to Agreement with Turning Point of Central California for

                     Employment Readiness Services

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize Chairman to execute First Amendment to Agreement No. 26-016 with Turning Point of Central California, Inc., for adult reentry employment readiness services for adults on probation, extending the term by one year from July 1, 2026, to June 30, 2027, and increasing the maximum by $69,238 to a total of $98,087.

REPORT

Approval of the recommended item will allow Turning Point of Central California, Inc. (TPCC) to continue providing reentry employment readiness services for the Adult Reentry Planning Program (ARPP) participants through June 30, 2027. There is no increase in Net County Cost associated with the recommended action, which is funded by the Edward Byrne Memorial Justice Assistance Grant (JAG), as established by the County’s grant Agreement No. 23-372 with the Board of State and Community Corrections (BSCC). This item is Countywide.

 

ALTERNATIVE ACTION(S):

 

If the Board does not approve the recommended action, the Probation Department would be required to discontinue providing employment readiness services for the ARPP participants funded by JAG. The County would also be required to forfeit the remaining JAG grant funds allocated to adult reentry employment readiness services for ARPP participants. 

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action. Costs for services provided under this agreement will be fully offset with JAG funds. Sufficient appropriations and estimated revenues will be included in the FY 2026-27 Recommended Budget for Org 3432.

 

DISCUSSION:

 

On July 18, 2023, the Board authorized the execution of the retroactive Grant Agreement No. 23-372 with BSCC for the competitive funding award of the Edward Byrne Memorial Justice Assistance Grant to the Fresno County Probation Department. The agreement was for the period of June 1, 2023 to December 31, 2026, in the amount of $2,837,831. The JAG Adult Reentry Planning Program’s purpose is to develop reentry case management and supportive services for individuals who are incarcerated in the Fresno County Jail for at least sixty days, male or female, 18-40 years of age, affiliated or previously affiliated with a gang, and with a medium to high risk to reoffend. The overarching goal of the JAG ARPP is to reduce gang activity after release from custody, reduce recidivism, and increase public safety. By equipping participants with the necessary skills, resources, and support, the program aims to facilitate successful reintegration into the workforce and promote long-term stability.

 

 

On January 6, 2026, the Board approved and authorized the execution of Agreement No. 26-016 with TPCC to provide evidence-based adult reentry employment readiness services to ARPP participants upon release from custody. The goal of the program is to reduce recidivism among formerly incarcerated individuals by providing comprehensive employment readiness services. By equipping participants with the necessary skills, resources, and support, the program aims to facilitate successful reintegration into the workforce and promote long-term stability.

 

On April 16, 2026, the BSCC Board approved a request to offer JAG grantees a nine-month, no cost extension, extending the grant’s service period to June 30, 2027, and the grant period to September 30, 2027. The amendment to Agreement No. 23-372 effectively extends the grant service period from June 30, 2026, to June 30, 2027, and the grant term from December 31, 2026, to September 30, 2027.

 

Approval of the recommended action will allow TPCC to continue to provide evidence-based adult reentry employment readiness services to ARPP participants through June 30, 2027. In addition, the recommended action will align the current Agreement No. 26-016 with the amended JAG grant period and maintain compliance with the JAG Agreement A-23-372.
