SUBJECT:                     Second Amendment to Agreement with Fresno Economic Opportunities Commission

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Second Amendment to Agreement with Fresno Economic Opportunities Commission, to add the provision of communicable disease screening and treatment, and extend the term by ten months from July 31, 2023 to May 31, 2024, and increasing the maximum by $1,309,025 to a total of $2,086,949.

REPORT

There is no additional Net County Cost associated with the recommended action. Approval of the recommended action will allow Fresno Economic Opportunities Commission’s (EOC) African American Coalition (AAC) to continue assisting Fresno County in providing COVID-19 and influenza testing and vaccination administration to the County’s vulnerable population and add the provision of providing communicable disease screening and treatment. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action. Should your Board elect not to approve the recommended action, EOC will not be able to continue providing COVID-19 and influenza testing and vaccination to the County’s vulnerable population beyond July 31, 2023, reducing the available services to vulnerable and high-risk populations. EOC will also not be able to provide the additional increased screening and treatment for communicable diseases.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The agreement is funded by State grants. The recommended action will increase Agreement No. 22-432 for a maximum compensation of $2,086,949, which represents a $1,309,025 increase. Cost is offset with various funding streams including Epidemiology, Lab Capacity (ELC), STD Collaboration grant funds, and Immunization grant funds.  Sufficient appropriations and estimated revenues for the current year estimated expenses are included in the Department’s Org 5620 FY 2022-23 Adopted Budget and will be included in subsequent budget requests.

 

DISCUSSION:

 

Fresno EOC is one of the instrumental partners in the COVID-19 response efforts and has consistently shown their willingness to adjust and adapt to the newest emergent needs of the community.  On August 10, 2021, the Board approved the First Amendment to Agreement No. A-21-316 with EOC’s AAC to add the provision of COVID-19 vaccine services, influenza, and other communicable disease support services through December 31, 2021. On December 14, 2021, the Board approved a retroactive Agreement No. A-21-540 with EOC Housing for the Harvest program that allowed for the option to invoke an emergency clause to continue Community Based Organization (CBO) COVID-19 response for an estimated three months with existing and interested CBO(s). On March 22, 2022, the Board approved Agreement No. A-22-102 with EOC to continue AAC’s COVID-19 and Influenza testing and vaccination services through September 30, 2022. On September 20, 2022 the Board approved amendment A-22-432 to extend the term four months and add the provision to provide Monkeypox vaccinations and education and outreach.

 

Most recently after the need to address Monkeypox, EOC has again agreed to partner with the Department to handle increased screening and treatment of communicable diseases in the community with a focus on the LGBTQ community. The recommended Amendment to Agreement No. A-22-432 will add the provision of communicable disease screening and treatment services and extend the term of the agreement through May 31, 2024.

 

The LGBTQ community is currently identified as one of the high-risk populations for communicable diseases. EOC has an LGBTQ resource center that provides STD clinical services and the EOC infrastructure around the high-risk population which allows them to be an excellent resource for screening and treatment services. These services have the potential to significantly mitigate the spread of communicable diseases in our community. 

 

The transmission and hospitalization rates for COVID-19 also continue to create a need for CBOs to address the County’s vulnerable populations including migrants, farmworkers, as well as other essential workers and people of color. The Department deemed it necessary to continue to build upon the unique community ties EOC has developed over the years of working directly with the County’s vulnerable populations.

 

Through December 31, 2022, AAC has conducted 7,755 COVID-19 tests and administered 11,829 COVID-19 vaccines. EOC is the only CBO contracted with the County who is providing COVID-19 and Influenza testing and vaccination to the County’s vulnerable population. As COVID-19 cases continue to impact our community, it is critical to continue EOC’s services as potential Flu and COVID-19 surge months approach.

 

Approval of the recommended action will allow EOC to add the provision of communicable disease screening and treatment, as well as continue providing COVID-19 and Influenza testing and vaccine administration to the County’s vulnerable population through May 31, 2024. The County and EOC will continue to work together to assure the maximization of resources and meeting expected goals.
