DISCUSSION:

On June 18, 2024, the Board approved the agenda item to sign a Resolution to establish a list of road and bridge projects funded by RMRA to be constructed in the 2024-2025 fiscal year.

The work to be done consists of cold planing of about 0.75 miles of asphalt pavement, placing geosynthetic pavement interlayer over 2.0 miles, and constructing an asphalt concrete overlay on Lincoln Avenue from Fig Avenue to Cedar Avenue (2.5 miles) in the town of Easton.  The crosswalks within the project limits will be replaced with high visibility markings due to the proximity to schools in order to increase student safety.  All roadway work will need to be completed by August 12th, when school begins in the Washington Unified School District.

The project was advertised on March 25, 2025, and a bid opening was held on April 24, 2025. Seven bids were received.  The low bid of $1,579,072.75, from Yarbs Grading and Paving, Inc. was $328,537.25 or 17.22% lower than the engineer’s estimate of $1,907,610.  A list of bidders and their respective bid amounts is shown below:

Yarbs Grading and Paving, Inc.                           $1,579,072.75

Dave Christian Const Co, Inc.                              $1,764,552.55

Walsh Montgomery Construction, Inc.                  $1,822,766.95

Plans and Specifications were prepared by the Department’s Design Division and are on file with the Department.  Department staff have determined that the project is categorically exempt from the provisions of CEQA under Section 15301(c) - repair, maintenance, and minor alteration of existing structures, to include existing highways and streets.  It is anticipated that construction will commence in June 2025 and will be completed in August 2025.
