SUBJECT:                     Salary Resolution Amendment

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve the Salary Resolution Amendment deleting the Tree Trimmer I classification and retitling the Tree Trimmer II classification to Tree Trimmer, as reflected on Appendix “G”, effective June 18, 2018.

 

2.                     Approve the Salary Resolution Amendment deleting the Parks Groundskeeper I classification and retitling the current Parks Groundskeeper II/III classifications to Parks Groundskeeper I/II respectively, as reflected on Appendix “G”, effective June 18, 2018.

REPORT

Approval of Recommended Action No. 1 would allow the County to delete the Tree Trimmer I classification and retitle the Tree Trimmer II classification to Tree Trimmer. 

 

Approval of Recommended Action No. 2 would allow the County to delete the current Parks Groundskeeper I classification and retitle the current Parks Groundskeeper II/III classifications to Parks Groundskeeper I/II. 

 

Both of these actions were agreed to in a tentative agreement with Unit 13 on September 1, 2016 to be completed by July 1, 2018.

 

ALTERNATIVE ACTION(S):

 

If the Board were not to approve the recommended actions, the Tree Trimmer and Parks Groundskeeper classification series would remain unchanged and the tentative agreement with Unit 13 would not be executed as agreed by the parties and as approved by your Board. 

 

FISCAL IMPACT:

 

There is no increase in Net County Cost with the recommended actions.  There are sufficient appropriations included in the Fiscal Year 2017-18 budgets for the Parks (7910) and Library (7511) Orgs to cover the cost of $773 for the remainder of the fiscal year.  Sufficient appropriations will be included in the departments’ future budget requests.  

 

DISCUSSION:

 

During successor MOU negotiations in 2016, the County and Unit 13, represented by Stationery Engineers - Local 39, reached a tentative agreement regarding the reclassification of the Tree Trimmer and Parks Groundskeeper classification series’ to be completed during the term of the successor contract, which expires on July 1, 2018.   Your Board approved the successor MOU on September 27, 2016.

 

Recommended Action No. 1

 

The Tree Trimmer classification series currently has three (3) levels, Tree Trimmer I/II and Senior Tree Trimmer.  This Action includes the deletion of the Tree Trimmer I level and the reclassification of Tree Trimmer II level to Tree Trimmer.  The Senior Tree Trimmer classification is Unrepresented and will not be reclassified.  The consolidation of the series into a stand alone level is to assist in recruitment and retention efforts for this classification series.  There are currently no incumbents at the Tree Trimmer I/II level impacted by the reclassification.

 

Recommended Action No. 2

 

The Parks Groundskeeper classification series currently has three (3) levels, Parks Groundskeeper I/II/III.  This Action includes the deletion of the Parks Groundskeeper I level and the reclassification of Parks Groundskeeper II/III to Parks Groundskeeper I/II.  There are currently six (6) Parks Groundskeeper I incumbents who would be reclassified upwards.
