REPORT

There is no increase in Net County Cost associated with the recommended actions. Approval of the first recommended action will add and delete various vacant positions and allocations in Information Technology Services Department (ITSD) Org 8905. Approval of the second recommended action will add a Senior Human Resources (HR) Analyst in HR Org 1010. Approval of the third recommended action will account for the costs associated with the addition of the Senior HR Analyst position in FY 2026-27, which will be offset by charges to ITSD for the centralization of HR functions. This item is countywide.

ALTERNATIVE ACTION(S):

If your Board does not approve the recommended actions, the organizational structure of ITSD and HR will remain unchanged.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended actions. Approval of the first recommended action will add one IT Manager, one Accountant, and one Supervising Accountant allocation to ITSD Org 8905. Approval of the second recommended action will add one Senior HR Analyst to HR Org 1010. Costs for the position and allocation additions in ITSD Org 8905 and HR Org 1010 will be offset by the deletion of two vacant Supervising IT Specialists, one vacant Supervising IT Specialist allocation, one vacant IT Analyst, and one vacant Business Systems Analyst from ITSD Org 8905. Approval of the third recommended action will establish appropriations and estimated revenues in the amount of $99,899 for HR Org 1010 to fund the FY 2026-27 salary and benefit costs for the Senior HR Analyst position, which will be offset by charges to ITSD. Sufficient appropriations and estimated revenues are included in the ITSD Org 8905 FY 2026-27 Adopted Budget.

DISCUSSION:

ITSD is responsible for the design, implementation and operational maintenance of the County’s institutional data, voice, and radio networks. ITSD provides specialized multi-departmental application hosting and comprehensive support for network, database, programming, enterprise resource planning, desktop and help desk operations. In addition, ITSD’s Graphic Services operations provide design, copy, and print services, including outgoing U.S. Postal services and departmental messenger mail services. ITSD’s Business Office is responsible for the administration and management of fiscal functions for all ITSD operations.

The recommended addition of the IT Manager will provide operational oversight of the Graphic Services and Communications units, ensuring appropriate oversight of complex production processes, evolving technology platforms, creative services, and staffing needs. This addition will also strengthen operational continuity, improve quality standards, and support modernization of graphics and communication services across the County.

The addition of one Supervising Accountant allocation will enable technical, daily supervisory oversight of professional and paraprofessional accounting staff while performing the most difficult and technical fiscal work. The addition of the Accountant position will provide professional-level fiscal support for stronger internal controls and audit readiness, more efficient processing of invoices and payments, and improved financial reporting.

The addition of the Senior HR Analyst will allow ITSD to transition its HR operations to the HR Department. Further centralizing County HR functions establishes clear standards, strengthens oversight, improves efficiency, and ensures that all personnel actions are conducted in accordance with governing rules and procedures. The Senior HR Analyst position will manage ITSD HR operations in coordination with existing HR Department staff.

The recommended deletion of the two vacant Supervising IT Specialists, one vacant Supervising IT Specialist allocation, one vacant IT Analyst and one vacant Business Systems Analyst will offset costs for the addition of the IT Manager, Accountant, and Supervising Accountant allocation in ITSD Org 8905, as well as the addition of one Senior HR Analyst in HR Org 1010.
