RECOMMENDED ACTION(S):
TITLE
Adopt plans and specifications for Contract 21-04-C Fancher Creek Trail, and award to the lowest bidder, Kroeker, Inc., 4627 S. Chestnut Avenue, Fresno, CA 93725, in the total amount of $438,489.70.
REPORT
Approval of the recommended action will authorize the award of a budgeted trail improvement project. This item pertains to a location in District 5.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, the project will be delayed or will not be constructed.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The maximum anticipated construction cost for the project, based on the low bid and Director’s allowance of $34,424 for change orders, is $472,914. The project is funded with Measure C rural trail funds. Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Road Fund Org 4510 FY 2021-22 Adopted Budget.
DISCUSSION:
The existing path, located within an unincorporate County island in the Sunnyside neighborhood of the City of Fresno, has fallen into disrepair and become overgrown with weeds and trees rendering the path unusable to the equestrian community. The Department has conducted several public information meetings and has worked in collaboration with the Sunnyside Property Owners Association and the public to develop the scope for this project. On December 10, 2013, the Board of Supervisors executed Cooperative Agreement No. 13-760 with Tree Fresno, High Sierra Volunteer Crew, and the Sunnyside Property Owners Association (Association) to maintain and rehabilitate the path. In general, the County agreed to assist in acquiring funding for infrastructure improvements and to provide a portion of the operations cost for maintenance activities. On January 26, 2016, your Board adopted a Mitigated Negative Declaration for this project.
The work to be done consists, in general, of constructing a 10-foot wide equestrian trail of stabilized decomposed granite over compacted native soil for a distance of approximately 1.12 miles. The trail commences on the south side of Kings Canyon Road west of Clovis Avenue and proceeds south to cross Butler Avenue, ultimately ending west of Clovis Avenue approximately halfway between Butler Avenue to the north and Church Avenue to the south. The project also includes the construction or installation of a 5-stall (including one ADA-compliant stall) asphalt concrete parking/trailhead area, a hitching post, removable bollards, and a crosswalk at Butler Avenue. The project also includes removal of various trees and stumps, safety pruning of the entire project right of way, and clearing the right of way for construction.
A bid opening was held on August 26, 2021. Five bids were received. The low bid of
$438,489.70, from Kroeker, Inc., was $231,387.30 or 34.54% lower than the engineer’s estimate of $669,877.00. The difference can primarily be accounted for in the cost of 4” Thick Stabilized Decomposed Granite. A list of bidders and their respective bid amounts is shown below:
Bidder Bid Amount
Kroeker, Inc. $438,489.70
TerraWest Construction $483,533.00
Avison Construction $636,947.00
Clean Cut Landscaping $647,419.80
