SUBJECT: Amendment I to Revenue Agreement 18-565 with the Children &
Families Commission of Fresno County
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment I to revenue Agreement 18-565 with the Children & Families Commission of Fresno County, to continue to support Neighborhood Resource Centers in Fresno County, extending the term by two years from July 1, 2020 through June 30, 2022, and increasing the maximum by $400,000 to a total of $900,000.
REPORT
Approval of the recommended action will allow the County to continue to receive funds from the Children & Families Commission of Fresno County (First 5) to support the Department’s effort to provide child abuse prevention services in metro and rural Fresno County. First 5 funding will support children and families with access to services, through eleven Neighborhood Resource Centers (NRC) located in areas of higher rates of maltreatment. If approved, the amendment will extend the original two-year agreement for two additional 12-month periods and increase the revenue amount by a total of $400,000 with no increase in Net County Cost. This item is Countywide.
ALTERNATIVE ACTION(S):
There are no viable alternative actions. If the recommended action is not approved, the County will forego resources available to assist additional families and children in Fresno County through NRCs.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. If approved, the amendment will provide revenue from First 5 for an additional two years, in the amount of $400,000 ($200,000 per fiscal year) to offset the costs associated with eleven NRCs in Fresno County. The maximum cost of the agreement is increased to $900,000. Sufficient appropriations and estimated revenues will be included in the FY 2020-2021 Recommended Budget and the subsequent budget for the Department of Social Services Org 5610.
DISCUSSION:
On September 13, 2016, the Department presented to the Board a strategic plan to address child abuse prevention and intervention through the creation and development of NRCs in metro and rural Fresno County. This strategy is intended to strengthen families and surrounding communities by increasing protective factors to ultimately reduce/prevent occurrences of child abuse or neglect.
A total of 11 established NRC sites that serve the areas of Sanger, Selma, Huron, Coalinga, Reedley, Kerman, and metro Fresno, located in the zip code areas of 93702, 93703, 93705, 93706, 93722, and 93727. NRCs are strategically placed in areas with high disproportionate rates of child abuse referrals and/or removals. NRCs provide an array of services including home-based case management, counseling, referrals and links to community services.
On September 25, 2018, the Board approved an agreement with First 5 to accept funds over a two-year period to support the expansion of NRC sites. These funds have contributed to the NRC infrastructure and support the provision of services to families and children in need. NRCs in Fresno County are consistent with First 5’s mission to enhance early childhood services. The current agreement with First 5 will expire June 30, 2020.
The recommended amendment will extend the First 5 agreement for an additional two years.
The amendment varies from standard County boilerplate as it is drafted by First 5. On May 27, 2020, the First 5 Commission approved the use of $400,000 for this amendment. First 5 requires that the County sign the amendment first. A fully executed copy of the amendment will be forwarded to Fresno County Clerk of the Board after First 5 signs it.
