SUBJECT:                     Amendment to Agreement with Exodus Recovery, Inc.

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Amendment I to Agreement No. 21-083 with Exodus Recovery to add housing supportive services for additional No Place Like Home sites, effective upon execution with no change to the term of April 1, 2021 through June 30, 2023 and increasing the maximum by $6,017,016 to a total of $7,261,572.

REPORT

Approval of the recommended amendment will increase housing supportive services for individuals experiencing a Serious Mental Illness (SMI) living at Renaissance (Alta Monte, Santa Clara and Trinity), Villages at Broadway and Paragon sites. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action. If your Board does not approve the recommended amendment, housing supportive services through Exodus Recovery will not be available to tenants residing at Renaissance sites and Villages at Broadway.  Supportive services will continue to be provided by Department.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The maximum compensation will increase by $82,516 to $175,708 in FY 2020-21; the term will increase by $6,017,016 to $7,261,572, funded with Mental Health Services Act - Community Services and Supports, Behavioral Health Realignment, Medi-Cal revenue, and Fresno Housing Authority supportive services commitment. Sufficient appropriations and estimated revenues are included in the Department of Behavioral Health’s Org 5630 FY 2020-21 Adopted Budget and will be included in future budget requests.

 

DISCUSSION:

 

On July 1, 2016, Governor Brown signed landmark legislation enacting the No Place Like Home (NPLH) program to dedicate up to $2 billion in bond proceeds to invest in the development of permanent supportive housing for persons who are in need of mental health services and are experiencing homelessness, chronic homelessness, or who are at risk of chronic homelessness. The Department has made it a priority to address the increasing need for permanent supportive housing in the County.

 

On March 23, 2021, your Board approved Agreement No. 21-083 with Exodus Recovery for housing supportive services and specialty mental health services to tenants living in No Place Like Home (NPLH) developments.  The agreement allowed the Department to add additional sites by mutual written agreement of both parties and made available housing supportive services for tenants living in 27 units at Villages at Paragon.

 

The recommended amendment will increase housing supportive services for tenants living in 120 units at Renaissance sites (Alta Monte, Santa Clara and Trinity) and for NPLH eligible tenants scheduled to move into 26 units at Villages at Broadway beginning in July 2021, increasing the capacity to make available housing supportive services for tenants living in 173 permanent supportive housing units.

 

The Department along with its NPLH development partners (Fresno Housing Authority and UpHoldings) have committed to provide housing supportive services for over 200 additional planned units at Alegre Commons (42), Butterfly Gardens (75), Arthur at Blackstone (41) and Crossroads Village (50). The Department will return to your Board requesting to add services for these sites to this agreement as construction is finished. 

 

Approval of the recommended amendment will allow the Department to increase the capacity to provide housing supportive services to individuals experiencing a SMI.

 

OTHER REVIEWING AGENCIES:

 

The Behavioral Health Board was notified of the recommended agreement at their March 17, 2021 meeting.
