SUBJECT: Agreement with Crown Window Cleaning & Building Services, Inc.
RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize Chairman to execute an Agreement with Crown Window Cleaning & Building Services, Inc. for window cleaning services, effective upon execution, for a term not to exceed five consecutive years (three-year base contract with two optional one-year extensions) for a maximum potential cost not to exceed $1,008,410.
2. Adopt Budget Resolution increasing the FY 2017-18 appropriations and estimated revenues for the Internal Services Department, Facility Services Org 8935 in the amount of $170,000 (4/5 vote).
REPORT
Approval of Recommended Action 1 will allow the Internal Services Department - Facility Services Division (ISD Facilities) to contract for routine window cleaning services for more than 35 buildings throughout the County. Approval of Recommended Action 2 will appropriate the estimated revenues necessary to pay for these services.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended actions the County will be without a contract for window cleaning services.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended actions. Approval of the first Recommended Action allows ISD Facilities to contract for routine window cleaning services for buildings located throughout the County. All costs associated with these services are recovered through charges to occupants at each respective location. Approval of the second Recommended Action will increase the appropriations and estimated revenues by $170,000 in the FY 2017-18 Internal Services Department - Facility Services Org 8935 to cover these costs. If additional appropriations are required, staff will return to your Board for approval.
DISCUSSION:
On July 20, 2017, ISD Facilities issued Request for Quotation (RFQ) No. 18-002 through the Purchasing Division to solicit competitive bids for window cleaning services to more than 35 buildings throughout the County. The bid closed on August 22, 2017. County Purchasing received one bid, which came from Crown Window Cleaning & Building Services, Inc. (Crown). The bid was reviewed by Purchasing staff and shortly thereafter Crown was notified of award.
The County has employed the services of Crown, intermittently, for more than 15 years, of which Crown’s performance has been satisfactory. It is therefore recommended that the County enter into an agreement with Crown.
While the County employs janitorial staff, bidding out window cleaning services is necessary for County buildings that have multiple floors (especially high-rise buildings), or where infrastructure conditions of a building require special equipment to perform window cleaning services. In other cases, services are necessary when County janitorial resources are at capacity.
The first recommended action approves and authorizes award of this agreement for a three-year base contract and two optional one-year extensions for a potential five-year maximum cost not to exceed $1,008,410. The second Recommended Action increases appropriations and estimated revenues to cover for County departments’ increased use of window cleaning services that have not received services in previous contract years.
