SUBJECT:                     Congregate Setting Pay - Units 2, 36, and 37

 

RECOMMENDED ACTION(S):

TITLE

Approve the continuance of bi-weekly Congregate Setting Payments for Correctional Officers and Juvenile Correctional Officers in Unit 2 - Sheriff’s and Probation Personnel, represented by Fresno County Public Safety Association, Supervising Juvenile Correctional Officers in Unit 36 - Supervisory Employees, represented by Service Employees International Union (SEIU Local 521), and Correctional Sergeants in Unit 37 - Correctional Sergeants, represented by Fresno Sheriff’s Correctional Sergeants Association, effective June 22, 2026.

REPORT

The recommended action would effectuate the continuance of Congregate Setting Payments (CSP) outside of the relevant Memoranda of Understanding (MOU) at the pleasure of your Board. The total estimated cost for FY 25-26 is $174,370; $0 of which is Net County Cost (NCC). The total estimated cost for FY 26-27 is $4,493,085; $2,764,975 of which is NCC. Approval of the recommended action would authorize $150 payments per pay period to employees in the identified classifications. There are no changes to the terms and conditions of the Memoranda of Understanding for impacted representation units associated with the recommended action.

 

ALTERNATIVE ACTION(S):

 

If your Board were not to approve the recommended action, employees in the identified classifications would cease to receive the bi-weekly congregate settings payments.

 

FISCAL IMPACT:

 

The total estimated cost for FY 25-26 is $174,370; $0 of which is Net County Cost (NCC). The total estimated cost for FY 26-27 is $4,493,085; $2,764,975 of which is NCC. The recommended action is fully funded by American Rescue Plan Act (ARPA) funds through December 31, 2026. The additional NCC reflected in the FY 26-27 projection reflects the cost of the County continuing the payments with its own funding after the ARPA funding expires. Funding will be monitored and additional requests will be brought to your Board by the relevant departments should your Board decide to continue past the December 31, 2026, expiration date.

 

DISCUSSION:

 

The recommended action would authorize continued bi-weekly Congregate Settings Payments for County employees in active payroll status in a permanently allocated status, as reflected below.



Continued CSP of $150 per pay period:

 

Ø                     Effective June 22, 2026, for the following classifications:

§                     Correctional Officer I/II/Sr.

§                     Correctional Sergeant

§                     Juvenile Correctional Officer I/II/Sr.

§                     Supervising Juvenile Correctional Officer

 

CSP payments will continue at your Board’s discretion.
