SUBJECT:                     Retroactive Applications for FY 2018-19 Boating Equipment Grant

 

RECOMMENDED ACTION(S):

TITLE

1.                     Retroactively authorize the Sheriff-Coroner’s previous submittal of a grant application in the amount of $100,000 to the State of California Department of Parks and Recreation Division of Boating and Waterways for a new patrol vessel; and

2.                     Retroactively authorize the Sheriff-Coroner’s previous submittal of a grant application in the amount of $140,000 to the State of California Department of Parks and Recreation Division of Boating and Waterways for a remotely operated vehicle (ROV).

REPORT

There is no increase in Net County Cost associated with the recommended actions. The grant applications were submitted to the State of California Department of Parks and Recreation Division of Boating and Waterways on April 12, 2018 for the new patrol vessel and April 19, 2018 for the ROV to meet the application deadlines, contingent upon your Board’s approval. The Sheriff-Coroner will return back to your Board if applications are awarded to request approval of the equipment agreements. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended actions are not approved, the equipment grant applications will be withdrawn, which will result in the loss of a new patrol vessel and ROV for the Sheriff-Coroner’s Boating Safety Unit to use for operational needs.

 

FISCAL IMPACT:

 

There is no additional Net County Cost associated with the recommended actions. The overall total of both equipment grant applications for FY 2018-19 is $240,000 (new patrol vessel $100,000 & ROV $140,000). The Sheriff-Coroner’s Office will not receive award notification from the State Department of Parks and Recreation Division of Boating and Waterways until August 2018. If awarded, this will be a supplemental grant to the County of Fresno in addition to the Boating Safety and Enforcement Annual Contract for FY 2018-19 in the amount of $452,764 approved by your Board on March 20, 2018.

 

DISCUSSION:

 

The Boating Safety and Enforcement financial aid program was established to provide aid to local governmental agencies whose waterways have a high transient usage and lack a sufficient tax base to support an adequate and effective boating safety and law enforcement program.

 

The State of California Department of Parks and Recreation Division of Boating and Waterways provides financial aid to counties for their boating safety programs based on the needs of an area, less revenues generated from property taxes assessed on boats in the County.

 

On January 20, 1982, your Board approved the establishment of the Sheriff-Coroner’s Boating Unit. An application for financial aid has been authorized each fiscal year thereafter. Your Board approved the FY 2018-19 Boating Enforcement Unit’s operational agreement on March 20, 2018.

 

In order to meet the grant filing deadline, the equipment grant applications for the new patrol vessel and ROV were submitted to the State of California Department of Parks and Recreation Division of Boating and Waterways contingent upon your Board’s approval.
